- The U.S. Army Corps of Engineers, Kansas City District is conducting market research for Spillway Spalls and Railroad Overpass Bridge Repair at Harlan County, NE. THIS SOURCES SOUGHT NOTICE IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY.� THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY AND NO MONETARY COMPENSATION WILL BE PROVIDED FOR RESPONSE PREPARATION OR FOLLOW UP REQUESTS. The purpose of this market research is to obtain insight into the interest, capabilities and qualifications of small business firms related to work on the downstream inclined surface of a concrete dam spillway ogee, bridge deck overlay and sidewalk concrete joint repairs as well as non-destructive testing of bridge girder steel rivets and welds and to determine if there is adequate competition to compete and perform a firm fixed price construction type contract award.� The scope of this requirement requires expertise with portable cranes and rigging, experience with heavy construction activities, experience with river or waterborne construction site including placing and accessing site via barge, work occurs on a 1:1 slope that requires climbing certification for all workers on slope, concrete hydro-demolition, and cast-in-place concrete repair. The work at the spillway includes removal of a portion of the existing spalling concrete spillway by method of hydro-demolition, installing adhesive reinforcement anchors into the remaining concrete, and replacing removed concrete with cast-in-place concrete. Additionally, the bridge will require a deck overlay as well as sidewalk concrete joint repairs and non-destructive testing of bridge girder steel rivets and welds. ACQUISITION STRATEGY The Government anticipates a firm fixed price type contract for this project with several base requirements and multiple separately priced line item / quantity options. This is a design-bid-build construction contract.� The magnitude of this project is between $1,000,000.00 and $5,000,000.� The applicable North American Industrial Classification System (NAICS) codes and applicable size standards include but are not limited to: 237990 Other heavy an Civil Engineering Construction, $39.5 million.� � ADDITIONAL PROJECT INFORMATION Prior experience in the following areas are required: Prior experience with construction of projects with similar scope and magnitude is required. Experience with hydro-demolition on sloping surfaces Experience installing adhesive reinforcement anchors in existing concrete Experience with a bridge deck overlay Certifications or Qualifications in the following areas are required: Non-Destructive testing personnel certification/qualifications, ANSI/ASNT CP-189 Level II for Ultrasonic Testing Adhesive Anchor installer certifications; certifications showing that personnel has completed applicable certification program or equivalent instruction program through the manufacturer or manufacturer's representative for anchoring products � HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE IF YOUR COMPANY HAS RECENT (WITHIN 5 YEARS) EXPERIENCE SIMILAR TO THAT MENTIONED IN THE ABOVE SCOPE OF WORK PLEASE RESPOND TO THE INFORMATION BELOW BY E-MAIL TO: Nathaniel Leyba (Nathaniel.J.Leyba@usace.army.mil) with courtesy copy to Christopher Anderson (Christopher.W.Anderson@usace.army.mil) on or before 10:00 AM (Kansas City time) April 17, 2022 by An E-mail acknowledging receipt will be sent to each individual submission. Description of up to three (3) similar projects completed by your company as a prime contractor within the past five (5) years, including as much of the following information as possible: Dollar amount of the contract; Brief description of the technical requirements of that project; A description of the work that was performed and whether it was self-performed or performed by a subcontractor; if performed by a subcontractor, identify subcontractor; Indication of how long the services took to complete from start to finish; Name, address, point of contact and phone number of customer organization for which the work was done. Contractor may submit examples of work done by a subcontractor, if that subcontractor intends to enter into a letter of commitment with the contractor. Firm's Joint Venture information, if applicable - existing and potential. Contractor's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.) Does your company have adequate financial resources to perform the contract, or the ability to obtain them?� If so, please describe the financial requirements you expect that your company would have as you stand up the necessary workforce and production materials to complete the contract, and how you'll meet the contract�s correspondent cash flow requirements. The response must be specific to the qualifications listed above to show that the respondent is qualified and possesses the necessary skills, experience and capabilities.� If a response does not clearly demonstrate that the respondent meets the qualifications, possess the necessary skills, experience and capability the response will not be considered as positive confirmation for the purposes of market research which will be used to support procurement planning initiatives.�
