- Sources Sought Synopsis This is a sources sought notice � This is not a request for proposal. The 81st Contracting Squadron is contemplating a solicitation to provide painting and/or coating construction, to include but not limited to: milling, excavation, grading, construction of new asphalt, concrete, and/or gravel surface, overlay of existing pavement, construction of concrete pads, curbing, or sidewalks, striping (painted and thermoplastic markings), pavement sealing and crack filling, drainage structures, re-routing of existing utilities to include lighting, signs, and guardrails throughout Keesler AFB, Biloxi, Mississippi.� Work will consist of providing all items, articles, materials, operations, including all labor, materials, equipment, and incidentals necessary and required for completion of the scope of the individual task orders once issued. 1. The Government is contemplating a multiple award, Indefinite Delivery Indefinite Quantity (IDIQ), Task Order contract with a five (5) year ordering period. 1a. The Government intends to award up to five (5) contracts resulting from the solicitation (once released) to the responsible Offerors whose proposal represent the best value after evaluation.� The selected Offerors will be given fair opportunity to compete for projects at the Task Order level. 1b. The IDIQ is anticipated to have a not to exceed (NTE) ceiling value of $7,500,000.00. 1c. IDIQ Task Orders are anticipated to range from $2,000.00 to $500,000.00.� While not routinely anticipated, contractors may be offered the opportunity to compete for task orders in excess of the maximum range at the Contracting Officers discretion. 1d. The contract minimum guarantee for the IDIQ contracts will be satisfied through the award of a Task Order issued to all selected Offerors for attendance of the mandatory post-award orientation in the amount of $500.00 (only the first task order issued will be less than $2,000.00). 2. The North American Industry Classification System (NAICS) for this acquisition is anticipated to be 237310, Highway, Street, and Bridge Construction.� The SBA size standard for this NAICS is $39,500,000.00. 3. Potential contractors must be registered in the System for Award Management (SAM) to be eligible for award. (See Internet Site https://www.sam.gov/portal/public/SAM/).� Potential contractors must also have current Online Representations and Certification Application on file with SAM. 4. Potential contractors must have, at a minimum, a �Basic� assessment within the Supplier Performance Risk System (SPRS) in accordance with DFARS 252.204-7019 and 252.204-7020 at the time of award. 5. The Government is interested in Small Businesses capable of meeting the requirements identified in this sources sought to include: 100% Total Small Business, 8(a), HUBZone, Service Disabled Veteran Owned Small Businesses, and Women Owned Small Businesses that are interested and capable of performing this requirement. 6. The Government requests that interested parties submit a brief description of the company�s business size (i.e., annual revenues and employee size) to include business status, such as Small, 8(a), HUBZone, Service Disabled Veteran Owned Small Businesses, or Women Owned Small Businesses with any anticipated teaming arrangements (if any) and a description of similar services offered to the government and to commercial customers.� Please include your SAM Unique Entity ID Number and Cage Code in your response. 7. Any responses involving teaming agreements should delineate between the work that will be accomplished by the Prime Contractor and work accomplished by the teaming partners.� All responses must also include a statement that the company holds all required certifications and licenses to perform this type of work, or can obtain them prior to award of a contract specifically in the State of Mississippi.� The Government will use this information when determining its business type decision. 8. The Government is specifically interested in: 8a. Identifying �Prime contractors that are primarily associated with the Highway, Street, and Bridge Construction industry, specifically roadway and parking lot paving as the company�s primary responsibility that the company has or can provide name, title, years of experience, and experience level relating to projects of the same size and scope; 8b. Provide evidence of three or more �Highway, Street, and Bridge Construction industry, specifically roadway and parking lot paving projects within the past five-years of �milling, paving, striping, and all other items identified in the intro paragraph of this sources sought, and; 8c. Provide evidence of successful completion and management of three or more roadway and parking lot paving projects within the past five-years and; 8d. Provide your bonding capacity per contract and aggregate. 9.
