- INTRODUCTION The Naval Air Systems Command (NAVAIR) is issuing this sources sought as a means of conducting market research to identify prospective parties who possess the technical data, expertise, capabilities, and experience to design and qualify Mid-body Range Safety Subsystem (MRSS) kits to meet the latest Range Safety Requirements for the Tomahawk Weapon Systems Program. Potential procurement activities include: design, qualification, First Article Inspections, associated tooling/test equipment and low-rate initial production. DISCLAIMER THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. This Sources Sought is a market research tool being used in accordance with Federal Acquisition Regulation (FAR) Subpart 15.2 to determine potential and eligible businesses capable of providing the services described herein prior to determining the method of acquisition and issuance of a solicitation. The Government is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought. The Government will not return submittals to the sender. Respondents to this Sources Sought may be requested to provide additional information based on their initial submittals. OBJECTIVE The Government is conducting market research to identify potential sources that possess the expertise, capability, and experience required to design, manufacture, test, and verify a modernized/open-system replacement for Tomahawk Range Safety Subsystem. The level of security clearance for this requirement is at the SECRET level. The Product Specification for the current TACTOM Mid-Body Range Safety System (MRSS) Kit (PMA280-1208 Rev A) can be provided to Department of Defense contractors, upon request. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility and/or a subcontractor�s facility. Contractors/Institutions responding to this market research are placed on notice that participation in this statement may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this Sources Sought. � PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that possess the expertise, capabilities, documentation, and experience required to meet qualification requirements to design, manufacture, test, and verify the Mid-body Range Safety Subsystem (MRSS) for the Tomahawk Weapon System (TWS) Program. The Mid-body Range Safety Subsystem (MRSS) provides the Tactical Tomahawk (TACTOM) missile with a communications link to the test ranges during flight test events for range tracking, encrypted telemetry transmission and flight termination. This subsystem is only present during flight test event on Department of Defense test ranges. Range Safety requirements dictate that every TACTOM flight test missile be outfitted with a MRSS kit. Flight tests are required to operationally test new TACTOM capabilities and support reliability monitoring in accordance with the Tomahawk Weapon System (TWS) Test and Evaluation Master Plan (TEMP). The anticipated production quantity for MRSS kits is ten (10) to twelve (12) kits per year. The Government�s MRSS Capability Need Statement can be provided to Department of Defense contractors, upon request. Additionally, the MRSS design must result in a modular open systems approach, an enabler to interface with commercially available telemetry equipment. Legacy MRSS Functional Interface, Physical Interface, and Functional Interface block diagrams are provided in the attached Product Specification document. The Product Specification document for the current TACTOM MRSS Kit (PMA280-1208 Rev A) can be provided to Department of Defense contractors. The existing mechanical, electrical and logical interfaces are required to be maintained to limit changes required to the missile. INSTRUCTIONS 1. The document(s) below contain a description of the MRSS Design and Production requirement and a request for Contractor Capability Statement. The Statement allows Contractors to provide their company�s capability. 2. If after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company�s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business. b. If you lack sufficient experience in a particular area (i.e., TACTOM integration), please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) 3.
