Description
The 645th Aeronautical Systems Group (645 AESG/WIJK) Big Safari, Air Force Materiel Command, Air Force Life Cycle Management Center, Wright-Patterson AFB OH, intends to solicit and award a sole source, firm-fixed-price (FFP), cost-plus-fixed-fee (CPFF), and cost-reimbursable (CR) contract based on FAR 6.302-1, Only One Responsible Source. The intended source is L-3 Communications Integrated Systems L.P., Integrated Aerospace Systems (L3 IAS) (Cage Code: 0GCL4). All Air Force C-130H aircraft, including the twenty-four (24) identified for this requirement, are currently undergoing the Avionics Modernization Program (AMP) Increment II modification performed by L3 IAS. L3 IAS is the only source that has the multiple design configurations of the C-130H during the AMP Increment II modification. The Asset Tracking and Communications System (ATACS) installation required by this synopsized effort must be integrated into the Modular Aerial Firefighting System (MAFFS) C-130H without disrupting AMP Increment II modifications and delivery schedule. L3 IAS is the only responsible source that can design an ATACS modification package that is capable of accounting for the various AMP Increment II modification configurations.� This sources sought synopsis is being issued to provide other potential offerors the opportunity to provide capability statements with respect to the requirement described in the following paragraph: This effort will provide for management, technical, and installation efforts to modify twenty-four (24) MAFFS C-130H aircraft with the ATACS and laptop interface, as well as with a dual Iridium/GPS antenna. The twenty-four (24) C-130H aircraft are required to be modified both prior to and after the AMP Increment II modification. This beyond line-of-sight communication capability is needed to support the continued firefighting operations in 2023 and beyond. Contract award is expected to occur as soon as possible, with a target award by date of 1 June 2022. The contract period of performance will be 24 months. The ATACS modification design and installation shall not affect the AMP Increment II design or delivery schedule.�� This is a sources sought synopsis, and not a request for competitive proposals. No solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies/services by the required need date. Information received will be considered solely for the purpose of determining whether a competitive acquisition is possible. The Government will consider all information received by 19 April 2022 at 11:00 PM EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. Response Requirements are outlined below: Approach to addressing how responder will provide management, technical, and installation needed to modify twenty-four (24) Modular Aerial Firefighting System (MAFFS) C-130H aircraft with the Asset Tracking and Communications System (ATACS) and laptop interface, as well as with a dual Iridium/GPS antenna. The highest security clearance that your company currently holds. Responses shall be less than 15 pages in length. Responses shall be submitted via email with the subject line: �FA8620-22-F-4029 � ATACS� to the contracting officer and contract specialist listed herein as .pdf, .doc, .docx, .xlsx, .xlsm, and/or .xls files. All other document types will be deleted. Please note that all prospective contractors must be registered in the System for Award Management (SAM) database, formerly the Central Contractor Registration (CCR), to be awarded a Department of Defense contract. In accordance with AFFARS 5352.201-9101, an Ombudsman has been appointed for this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government official. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should be contacted only with issues or problems that have been brought previously to the attention of the Program Manager and/or Contracting Officer and could not be resolved satisfactorily at that level.
