Description
This RFI is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotation (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes, the Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation (FAR). No determination as to the viability of this requirement has been made at this point and there is currently no solicitation for this effort. Any solicitation resulting from this RFI may be announced separately. A. Introduction U.S. Central Command (USCENTCOM) and the 6th Air Refueling Wing (6 ARW) is investigating the feasibility of entering into a long term contractual agreement with an Academic institution within the local MacDill AFB geographic area. Based on the responses and feedback received from this RFI, program representatives may choose to meet with potential offerors and hold one-on-one discussions. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, including any development and certification risks. B. Background USCENTCOM and 6 ARW intends to develop a relationship with an Academic Institution within the MacDill AFB geographical area which would provide potential interns, students, professors, other designated university staff, USCENTCOM and 6 ARW personnel near daily access and use of classified workspaces for dedicated discussions and validation of analysis, and to collaborate with other National Academic Institutions in exploring the following primary concepts/capabilities: Ability to perform human dynamics analysis (HDA) studies, improve current USCENTCOM HDA capabilities and develop new modeling techniques all the while, identifying, developing, and curating datasets to be used for additional analysis. Collaboration and concepts may engage a wide range of security classifications thus USCENTCOM and 6 ARW is looking for spaces that have the ability for SCIF accreditation, labs with state-of-the-art modeling, computing, and rapid prototyping equipment, etc. Operations Research Data Science Studies and Analysis Wargaming Subject Matter Expertise within USCENTCOM Area of Responsibility Rapid Prototyping Great Power/Strategic Competition Conferences Professional Development Seminars Academic Capstone Collaboration:� Involves building collaborative relationships with other Academic Institutions to allow USCENTCOM and the 6 ARW the ability to reach across the broader intellect of the United States Possess the necessary academic resources, physical facilities, and requisite Facility Security Clearance to undertake classified work Possess the ability to regularly host US Gov't personnel at the academic institution to participate in basic and advanced research and studies This work is expected to occur several days a week (two to three days per week) as the interactions are necessary to discuss and understand analytical gaps, modeling shortfalls, testing of code/models, and rapid prototype solutions. Short noticed, 24-48 hour, in person meetings at USCENTCOM HQ and 6 ARW for analytical support will also be required. In addition, USCENTCOM and the 6 ARW requires the academic institution to have access to Senturion Alpha to perform studies. Senturion Alpha is a real time decision intelligence platform to augment decision maker�s intelligence to anticipate cognitive outcomes and strategies in near real time. C. Request for Information USCENTCOM and the 6 ARW requests a white paper (? 5 Pages) stating your geographical location in relation to MacDill AFB and how your Academic Institution can support the aforementioned primary concepts/capabilities. Responses to this RFI are due no later than 1000 hrs EST on 18 April 2022. D.
