- 1 The Department of Veteran Affairs, Networking Contracting Office (NCO1) located at 163 Veterans Drive, White River Junction, VT intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with Hach Company for the following requirement: Statement of Work Water Quality Monitoring VA Medical Center | White River Junction | Vermont Scope of Work Inspection, Maintenance, and Repair of six Hach Instruments. The VA Medical Center at White River Junction, VT has six Water Quality monitoring instruments within our facility. They re located in Buildings 50, 66, 31, 88, and 67. Each instrument shall receive inspection, maintenance, repairs as needed, and calibration. This order will renew our annual service contract (two visits per 12 months, plus 24/7 emergency service) for the six Hach water quality instruments we have. The existing contract expires on 3/31/2022. These instruments generate data which we report each month to the State of Vermont Drinking Water Protection Division. The instruments require routine service and maintenance in addition to monthly reagent refills. Per VA Legionella Directive they require annual calibration. These instruments are fundamental to the monitoring and supply of safe drinking water to our medical facility. The data from these instruments is also used to make daily reports to the State of Vermont, Drinking Water Protection Division regarding the status of our water supply and treatment. Service to be scheduled as soon as possible. OTHER CONSIDERATIONS FOR PROPOSAL This work takes place in a functioning hospital, surrounded by staff and patients. Materials and equipment will be brought in and construction materials/debris shall be properly contained to comply with regulations and standard Infection Control practices. All workers are required to sign in and out at Building 37 every workday. Those without a permanent badge will log and wear a temporary badge, returned each day. Perform work in compliance all applicable state, federal regulations and VA Specifications including but not limited to: 01 00 00 - General Requirements VA Specifications: http://www.cfm.va.gov/til Specification 02 82 13 VHA Directive 2008-001 VA Handbook 0730/2 http://www.cfm.va.gov/TIL/cpro/cpTop14.pdf Additionally, the following must be submitted and approved by the VA before the contractor begins work on site: Work plan that was submitted to State and copy of application and permit Activity Hazard Analysis (AHA). A blank AHA form is available at http://www.swf.usace.army.mil/pubdata/safety/PDF/blank_AHA_Form.pdf. Infection Control Plan Schedule Material Safety Data Sheets (MSDS) for any hazardous materials to be brought on site. Shop Drawings Construction Submittals The provisions of all applicable NFPA, OSHA, EPA, and VA codes, Federal, State, and local regulations shall be followed throughout the course of this project. Applicable VA publications and design manuals are available to the successful bidder at www.va.gov/facmgt. Hach Company will be awarded this procurement because these services and products are proprietary to Hach Company. The devices installed to monitor our water quality are manufactured by Hach and the company does not recognize or authorize any other service organization to perform repair or recalibration on these devices. . The NAICS code for this requirement is 811219 with small business size standard of $22 Million. This notice of intent is not a solicitation nor is it a request for proposal. However, interested parties that believe they can satisfy the requirement listed above must clearly identify their capability to do so in writing by Monday , April 11, 2022 at 9:00 am EST time. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
