- Department of Veterans Affairs Veterans Health Administration 5 April 2022 36C25022Q0477 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an HL7 interface and upgrade setup with Omnicell, Inc., to permit the transition from the use of the Veterans Health Information Architecture (VistA) Electronic Medical Record (EMR) system to an Enterprise Cerner EMR system. The procurement will include all implementation, installation, testing and professional services to create the new HL7 interface with the new Cerner EMR at the John D. Dingell VA Medical Center, Detroit, Michigan. Network Contracting Office (NCO) 10 in accordance with FAR Subpart 13.5 and FAR 13.501(a), Sole Source Acquisitions, intends to negotiate on a sole source basis with Omnicell, Inc., Mountain View, California, for services provided by Omnicell and their software to integrate the existing system with Cerner health record. NAICS 339112 applies; the small business size standard is 1,000 employees. The contractor shall perform the work within 12-months from contract/delivery order award. This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a response, which may be considered by the agency, only if received by the closing date and time of this notice. Any response to this notice must show clear and convincing evidence that the responding company can meet the requirements of the Government and competition would be advantageous. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Responses to this notice are due on or before 13 April 2022 at 10:00 a.m. Eastern Time to Steve Bauer via email at steve.bauer@va.gov.
