- INTRODUCTION PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. �� THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA) at the National Insitutes of Health (NIH) on behalf of the National Center for Advancing Translatinal Sciences (NCATS) intends to negotiate and award a purchase order for Comprehensive Service Agreement for Sirius MultiTasker, OmniTasker, and MicroTasker Custom Robotic Liquid Handling Systems to the original equipment manufacturer (OEM) Sirius Automation Group Inc., 318 W. Half Day Road, Buffalo Grove, IL 60089-6547. These are custom equipment systems and the OEM utilizes factory-certified service engineers and proprietary software to service them. The OEM does not certify or authorize any third parties to service their systems within North America and does not resell its parts and components to other vendors to use. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 811219 with a Size Standard of $22 million. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) currently in effect at https://www.acquisition.gov/ STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source. DESCRIPTION OF REQUIREMENT Project Description The Analytical Chemistry Core (ACC) currently has three (3) Sirius Tasker liquid handling platforms for use in sample processing and handling: MultiTasker (Serial# 81682337), OmniTasker (Serial# 8168282840), and MicroTasker (Serial# 8168282839).� Maintenance on these pieces of equipment is essential to ensure their continued use. The Robot Systems have been integrated into the NCATS laboratory protocols and workflows. The system software is compatible and integrated with the SMART Centralized Sample Purification and Processing Platform. This customized software controls sample analysis and data handling and storage. The successful integration of these Sirius liquid handling platforms with the SMART Software has led to a significant increase in productivity. A service agreement is needed to maintain these units in factory working condition. This is required to keep up with the increased productivity of the lab and to allow the NCATS to run complex protocols using each platform continuously. Purpose and Objectives The Analytical Chemistry Core (ACC) at the Division of Preclinical Innovation (DPI) at the NCATS requires a one-year service contract for Sirius Multitasker, OmniTasker, and MicroTasker Custom Robotic Liquid Handling Systems utilized as part of their sample processing workflow. Period of Performance June 1, 2022 through May 31, 2023. CLOSING STATEMENT This synopsis is not a request for competitive proposals.� However, interested parties may identify their interest and capability to respond to this notice.� Responses to this solicitation must include clear and convincing evidence of the offeror�s capability of fulfilling the requirement utilizing OEM-certified service engineers, access to knowledge of and proprietary software for these customized systems, and ability to provide OEM parts and components. In addition the Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.�� All responses must be received by 11:00 AM EDT April 15, 2022.
