*AMENDMENT 0001 (6 Apr 2022)* The purpose of this amendment is to: 1. Extend the solicitation closing date to 13 April 2022 at 1300 (1:00 PM KST, Korean Standard Time) 2. Post Questions & Answers (Attachment 3) 3. Update section #9 �QUOTE PREPARATION INSTRUCTIONS�/ ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS � COMMERCIAL ITEMS (JUN 2020)/ and add Section 1.4(f): This requirement is an interagency agreement between NASA and the local Contracting Office in Korea. IAW FAR 52.232-18 Funds are not presently available for this contract and notification of a contract award may be delayed after quote submission for a period of time. It is requested that offerors provide a �NO LATER THAN DATE� for notification of contract award. This no later than date should reflect the last possible date that an offeror can be notified of contract award that will allow for adequate time to complete the contract terms and conditions. 4. Update the Request for Quote (RFQ) Excel sheet (Attachment 1). The RFQ now asks for SAM.gov Unique Entity Identifier (UEI) number instead of a DUNS number. IAW FAR 52.232-18 FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS CONTRACT. The Government�s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2022-04 effective 01-30-2022. The complete text of any of the clauses and provisions may be accessed in full text at www.acquisition.gov. 3. This Solicitation is unrestricted. The associated North American Industrial Classification System (NAICS) code for this procurement is 332311 � Prefabricated Metal Building and Component Manufacturing, with a business size standard of 750 employees. 4. DESCRIPTION: The 51st Civil Engineer Squadron at Osan AB, Republic of Korea is requesting all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to provide a temporary hangar and laboratory/office facilities in support of the National Aeronautics and Space Administration (NASA) Asian Summer Monsoon Chemical & Climate Impact Project (ACCLIP). 5. QUESTIONS: Submit technical questions to the Contract Specialist, SSgt Sadie Lambert at sadie.l.lambert.mil@army.mil and the Contracting Officer, Mr. Anthony Mosley at anthony.s.mosley.civ@army.mil via email no later than 31 March 2022, 9:00 AM (KST, Korean Standard Time). Please include the solicitation number (W90VN622R0017) in the subject line on the email. Telephonic (verbal) questions will not be addressed. All responses to questions, which may affect offers, will be incorporated into a written amendment to the solicitation. 6. QUOTE SUBMISSION: Offerors are requested to submit a quote for the line items on the Request for Quote; Attachment 1. Quotes must be received in writing, via email to the Contract Specialist at sadie.l.lambert.mil@army.mil and the Contracting Officer at anthony.s.mosley.civ@army.mil via email no later than 7 April 2022, 1:00 PM (KST, Korean Standard Time). 7. ATTACHMENTS: 1. Request for Quote (RFQ) 2. Statement of Work (Dated 24 March 2022) 8. SITE VISIT: A site visit is scheduled for Wednesday, 30 March 2022 at 13:00 hrs (1:00 PM KST, Korean Standard Time). The meeting location for the site visit is the Visitor Control Center, Morin Gate, Osan Air Base, Republic of Korea. It is highly recommended that interested vendors arrive 30 minutes prior to the site visit so they can process their base access at the Visitor's Center and be ready to start the site visit at 1300 hrs. If you plan to attend the site visit please email the Contract Specialist and Contracting Officer at sadie.l.lambert.mil@army.mil and anthony.s.mosley.civ@army.mil to confirm your attendance. For any questions regarding the site visit please email the before mentioned at least one day before the site visit. NOTICE TO OFFERORS All sources may submit a proposal as applicable. However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), precludes the U.S. Government from granting Invited Contractor or Technical Representative Status to any offeror, for this requirement. All sources submitting a proposal, as applicable, including U.S. sources, must already have, or obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. Any contractor not already doing business in Korea, must submit adequate verification in its initial proposal - that it has the requisite business licenses directly from the ROK Government to perform the contract and the capacity to conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. If an initial proposal does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer.
