Description
The following notice serves as a request for information (RFI) prepared in accordance with DFARS PGI 206.302-1 and a proposed contract action synopsis prepared in accordance with FAR 5.2 as supplemented with additional information included in this notice. This is a synopsis/RFI for a ceiling increase modification to Indefinite-Delivery/Indefinite-Quantity (ID/IQ) Contract Number N66604-15-D-0343 awarded on a sole source basis to Lockheed Martin Sippican, Inc. (hereafter referred to as ""LMS"") on 14 July 2015.� The North American Industry Classification System (NAICS) Code assigned to Contract Number N66604-15-D-0343 is 541330; the size standard is $15M. Contract Number N66604-15-D-0343 is for MK 48 Mod 7 Common Broadband Advanced Sonar System (CBASS) in support of this Spiral Development program providing engineering services such as sustainability, operational readiness, Urgent Operational Needs (UON), supportability, and maintainability to migrate hardware and software obsolescence for torpedo weapon systems and subsystems. The purpose of the proposed modification is solely to increase the ceiling and time available for the procurement of engineering services under Contract Line Item Number (CLIN) 0001 (CPFF) in accordance with the Statement of Work. This is due to unforeseen non-obsolescence issues with the Technical Data Package (TDP) including incorrect parts specified and incorrect dimensions, as well as parts and material availability due to the COIVD-19 pandemic that resulted in a significant negative impact to schedule. The scope of the types of services will remain unchanged.� For this proposed contract action, the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1; Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. As established in Justification & Approval number 12717.1 approved prior to award of N66604-15-D-0343, LMS is currently the sole manufacturer of MK48 Mod 7 CBASS subsystem. Lockheed has the system level knowledge of the torpedo design, including in-depth experience in the development of signal processing algorithms and hardware and software obsolescence issues associated with the existing Technical Data Package. Through its work under the production contract, Lockheed has gained unique, state of the art knowledge and technical skills directly linked to the CBASS subsystem. These exclusive skills include embedded real-time systems development, computer processor benchmarking techniques, and torpedo software commonality and portability requirements needed to perform the engineering tasks under this proposed contract. This ceiling increase modification is required in order to allow for LMS to update and deliver the updated TDP to the Government. Failure to do so will result in the Government being unable to continue to manufacture the prototype productions units, test the new hardware to ensure it meets the Government specifications, complete integration testing and resolve all issues before updating and delivery a final TDP to the Government. The place of performance is at the Contractor�s site, Marion, MA. The modification is expected to be awarded on or around 08 April 2022. The synopsis/RFI is not a request for competitive proposals. This requirement is being posted to maximize communication with industry. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. The Government will not delay award for consideration of capability statements submitted.
