Description
NAVAIR intends to enter into sole source negotiations and subsequently award a delivery order (DO) under Basic Ordering Agreement N00019-21-G-0014 to General Atomics (GA), San Diego, California (CA).�The anticipated DO will be for product support of the EMALS and AAG systems. Services to be procured include engineering and logistics support needed for the In-Service Support phase of the EMALS and AAG systems aboard the FORD Class Aircraft carriers.�Services also include the establishment of a long-term Product Support and Sustainment strategy for the EMALS and AAG systems of the FORD Class by providing in-service engineering, configuration management and Diminishing Manufacturing Sources/Material Shortages management support, direct technical support, logistics product supportability analysis updates and management, program planning support to the FORD Class and the Fleet Support Team, and other associated support as required. EMALS is an aircraft launch system that provides the Government with the ability to launch current and projected carrier based, Nose Gear Launch (NGL) equipped aircraft. EMALS will replace the current steam catapult launch system, which is labor intensive and is approaching its designed structural operating limit.�AAG is an aircraft arrestment system that provides the GOvernmnet with the ability to recover current and projected carrier based tail-hook equipped aircraft. AAG will replace the current MK7 arresting gear. As the sole designer, developer and manufacturer of the EMALS and AAG, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for efforts described above.
