ADVANCED NOTICE AND SOURCES SOUGHT THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL N63394-22-0009 1. Scope: Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) is conducting market research to identify qualified and responsible sources that may be interested in a potential future procurement for Engineering and Technical Support and Administrative Services (ETSS) in conducting Test and Evaluation (T&E) of Weapons Systems and related execution at the White Sands Detachment (NSWC PHD Det WS) located at White Sands Missile Range (WSMR), New Mexico. This requirement includes the engineering and technical support services necessary for the continuing design, development, operation, maintenance, and integration during test and evaluation missions. Services to be provided include emergent accompanying technical services not specifically stated within this SOW as may become necessary in the process of test conduct in support of core mission tasking. These services shall include, but not limited to, field support for test preparation, transportation and movement of equipment, material handling equipment, ordnance handling equipment, and test configuration documentation. The contractor shall maintain the collection, verification and documentation over the life cycle of all Live Fires, Captive Flight Tests, operability tests, readiness tests, and other tests in support of NSWC PHD Det W missions. �The primary North American Classification System (NAICS) code for this procurement is 541330 with a Size Standard of $38,500,000. The anticipated period of performance will span five years and include one 12-month base year and four 12-month option years.� A Cost-Plus-Fixed-Fee Level of Effort Task Order is anticipated.� It is also anticipated that the Request for Proposal (RFP) will be issued in the August 2022 timeframe in the SeaPort NxG portal. The Capability Statement shall succinctly address the following three items to demonstrate the contractor�s capability to perform the requirement of the attached draft Statement of Work (SOW): ����������� �� i. The contractor�s ability to manage, as prime contractor, the types and magnitude of tasking in the draft SOW; ����������� � ii. The contractor�s capacity or potential approach to achieving capacity, to conduct the requirements of the SOW.�� For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed.� Demonstrated ability to manage, technical ability and capacity may include citing and describing the same or similar relevant performance, but does not limit the interested contractor�s approach to demonstrate capability.� Demonstrated performance must have been carried out within the preceding three (3) years.� For Small Business set-aside determination purposes, also include the contractors technical ability to perform, or potential approach to achieving technical ability to perform, at least 50% of the cost of the contract incurred for manufacturing the supplies, not including the cost of materials; and ����������� iii. The contractor�s technical ability to perform, or potential approach to achieving technical ability to perform, at least 50% of the cost of the contract incurred.� For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed. In addition to addressing items (i) through (iii) as stated above, interested concerns are requested to address the following specific requirements: �� �������� (1) The contractor�s ability to obtain a Secret Clearance for personnel.� Interim SECRET clearance are acceptable. ����������� (2): The contractor�s primary facility must be cleared at the SECRET level and at the SECRET level for processing and storage/safeguarding. ����������� (3): Small Ordnance Storage Classification - The Contractor shall possess the required Small Ordnance Storage Certification from the applicable State authority for their storage facility location. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT NOTICE IS STRICTLY VOLUNTARY. 2. Respondents are responsible for properly marking and clearly identifying proprietary information or trade secrets contained within their response.� The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Information provided shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider.
