THIS NOTICE IS FOR SOURCES SOUGHT ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID.� SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE.� This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Respondents will not be notified of the Sources Sought results. This Sources Sought is issued for the sole purpose of conducting Market Research in accordance with the Federal Acquisition Regulations (FAR) Part 10, and identifying vendors capable of fulfilling Agency needs.�USACE personnel may contact firms responding to this announcement to clarify a responder�s capabilities and other matters as part of this market research process. The tracking number for this announcement is W912P8-22-SS-0003. Please include on your firm's response to this Sources Sought request. USACE anticipates a requirement under the North American Industry Classification Systems (NAICS) Code�541330, Engineering Services. The Government contemplates solicitating Firm Fixed-Price Multiple Award Task Order Contracts (MATOC) for MVN Civil Works Program & Project Management Support Services. This will be solicited as a 100% Total Small Business Set-Aside procurement. The requirement: USACE New Orleans District seeks responsive and responsible small business Offerors who shall provide services for the Civil Works Program & Project Management Support Services for efforts related to the water resources programs in southern Louisiana including USACE Civil Works programs.� Services include:� project management/planning support, development of project performance reports, updates to program management plans, project scheduling input, project cost support,� presentation development, interagency agreement development/updates, project drawings and maps, other project reports, and monthly status reports.� Qualifications: The contractor shall have the capability to provide project management support for the completion of Mississippi River and Tributaries (MR&T), Planning Assistance to States (PAS), Continuing Authorities Program (CAP), Flood Plain Management Services (FPMS), Silver Jackets (SJ), International and Interagency Support (IIS), Environmental Infrastructure (EI), Coastal Wetlands Planning Protection and Restoration Act (CWPPRA) projects. The contractor shall formulate flood risk management, navigation, and ecosystem restoration plans supported by quantitative benefits analysis. The contractor shall conduct� studies, inventory and forecast of problems and opportunities, formulation of measures and alternative plans, evaluation and comparison of alternatives, calculation and comparison of monetized and non-monetized benefits. The contractor shall prepare documents such as federal interest determination, reconnaissance, feasibility, post-authorization and other reports, including cultural resources studies and reports, and hazardous, toxic, and radiological waste (HTRW) investigations, National Environmental Policy Act (NEPA) and/or other environmental quality documents. The contractor shall document water and waste water issues as necessary to develop master plan level documents for environmental infrastructure, PAS, SJ, CAP, and other programs as required. The contractor shall develop ecosystem habitat surveys, endangered or threatened species surveys, wetlands assessments using standard State of Louisiana methods in cooperation with other Federal and State agencies, modeling, and mitigation and monitoring plans. The contractor shall coordinate with Corps, non-Federal partners, and other stakeholders to document existing flood damage problems, historical flood maps, potential ecosystem restoration, and recreation problems and opportunities within the study area. The contractor shall coordinate with Corps and non-Federal partners to document required excavation permits, utility easements, rights-of-way, and other project-related requirements shortly after exercising this contract. The contractor shall document all or part of NEPA and/or other environmental documents, including, but not limited to, Biological and HTRW assesments, Environmental Assessments (EA), and Environmental Impact Statements (EIS�s). Potential sources are requested to submit: 1. A Capability statement identifying current or previous contracts, scope and magnitude of Program & Project Management Support Services. Please note: All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database. The website for registration is�www.sam.gov.� Potential firms MUST have an active record in the System for Award Management (SAM) database to be considered for award. Include in your capabilities package: your company�s name, address, Point of Contact with corresponding phone number, e-mail address, Unique Entity Identifier Number, Cage Code, and System for Award Management profile which displays the expiration date. Proof of small business size must also be included.�All interested firms are invited to submit a capability statement of no more than five (5) pages back and front, and no smaller than 12 point Times New Roman font. The capability statement should demonstrate the interested firm�s understanding, capability, approach, qualifications, and past experience as it relates to the work stated within this Source Sought notice. Please note that a small business firm may submit a capability statement that includes the expertise of large business partner companies under a teaming arrangement. If a teaming arrangement is contemplated, then the response to this Sources Sought must clearly discuss the tasks that the small business firm intends to perform; and the specific areas that the large business teaming partner intends to perform. Please note that at least 51% of the total cost of all services provided must be incurred by or for personnel of the small business firm, pursuant to the Class Deviation - CD 2021-O0008 (SEP 2021), in lieu of FAR clause 52.219-14 entitled ""Limitations on Subcontracting"". No hard copies, facsimile submissions, or telephone responses will be accepted. �All interested firms with 541330 as an approved NAICS code have until Tuesday, April 19, 2022, at 11:00AM (CST) to submit their capabilities package.
