NOTE:� THIS NOTICE WAS PREVIOUSLY ISSUED UNDER NAICS 541715 - RESEARCH AND DEVELOPMENT IN THE PHYSICAL, ENGINEERING, AND LIFE SCIENCES (EXCEPT NANOTECHNOLOGY AND BIOTECHNOLOGY).� IF YOU PREVIOUSLY RESPONDED TO THAT NOTICE THERE IS NO NEED TO RESPOND AGAIN. 1. Introduction/Purpose The Federal Aviation Administration's (FAA) Airport Technology Research and Development Branch, Pavement R&D Section has a requirement for engineering consulting services per Attachment 1, Draft Statement of Work (SOW). The period of performance will be five years. 2. Incumbent Contractor This requirement is currently being performed by Applied Research Associates, Inc. under Contract 692M15-21-D-00004. 3. Nature of Competition The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set-aside will be chosen depending on the responses to this Market Survey.� The FAA may award this effort under an existing contract vehicle and will utilize results from this notice to determine if that is appropriate. 4. Standard Language THIS IS NOT A REQUEST FOR PROPOSALS OR OFFERS. A SIR/Request for Proposal may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Any cost associated with a Market Survey submission is solely at the interested vendor's expense. The purpose of this Market Survey is to solicit statements of interest and capabilities from large businesses, small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing the services contained in the SOW. The responses to this notice will help determine the acquisition strategy and whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or Socially & Economically Disadvantaged Business (SEDB/8(a)) certified firms. Below is a listed of required items. Please see attachment for specific information. 5. North American Industry Classification System (NAICS) Code The NAICS Code for this procurement is expected to be 541330 - Engineering Services with a size standard of $16.5M. 6. Submittal Requirements Responses to this Market Survey should include the following elements and must be no longer than 10 pages. (a) Corporate Experience & Technical Capabilities:� Please provide relevant corporate experience and technical capabilities that demonstrate the ability to satisfy the requirements set forth in the attached draft SOW. (b) Existing Acquisition Vehicles: Please indicate if your company can satisfy this requirement utilizing an existing contract vehicle (i.e., eFAST, GSA, etc.). If so, please provide an appropriate point of contact and adequate details. (c) Other Information: Please provide any other applicable information, any comments on the requirements or general feedback for the FAA's consideration for planning this acquisition. 7.
