Description
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Background: The Department of Veterans Affairs Medical Center, NCO 9 Network Contracting Office, on behalf of the Tennessee Valley VAMC is conducting market research through this source sought notice to seek sources to identify potential experienced businesses that are capable of meeting the requirements per the Statement of Work (SOW) below. Purpose and Objectives: Your responses to the information requested will assist the Government in determining the appropriate acquisition method. NACIS: 562111, Solid Waste Collection PSC: S222, Housekeeping Waste Treatment/Storage Size Standard: $41.5 Million DESCRIPTION/SPECIFICATION/WORK STATEMENT STATEMENT OF WORK PART A GENERAL INFORMATION A.1 INTRODUCTION This requirement is for the contracted collection of solid waste for disposal and corrugated cardboard for recycling from James H. Quillen VA Medical Center. The collection and disposal of all materials is to be in accordance with all local, state and federal regulations. A.2 BACKGROUND James H. Quillen VA Medical Center is a Small Quantity Hazardous Waste Generator. According to 40 CFR 261.5, to dispose of solid waste offsite, waste must be delivered to an offsite treatment, storage and disposal facility (TSDF) located in the U.S. that is permitted, licensed, or registered by a State to manage municipal waste. A.3 SCOPE OF WORK - Contractor must provide waste management consulting, as well as ancillary services as needed. Contractor will dispose of all collected wastes in accordance with all applicable local, state and federal regulations. Contractor must provide all personal protective equipment. Contractor must own fully licensed and insured vehicles equipped with emergency spill kits to ensure safe transportation of waste materials. Contractor must speak English and posses a valid driver s license. The C&A requirements do not apply, and therefore a Security Accreditation Package is not required. No information shall be released by the contractor. Any request for information relating to this contract, presented to the contractor, shall be submitted to the CO for response. A.4 COLLECTION REQUIREMENTS Contractor must provide waste management consulting, routing, transporting, as well as ancillary services. Contractor will dispose of all collected wastes in accordance with all applicable local, state and federal regulations. Contractor must provide all personal protective equipment. Contractor must own fully licensed and insured vehicles equipped with emergency spill kits to ensure safe transportation of waste materials. Contractor must provide pre-scheduled collections dates to meet the needs of James H. Quillen VAMC. Contractor must speak English and possess a valid driver s license. Collection locations are as follows: VA Campus Fifty-five 95-gallon refuse carts emptied once weekly Building 37 One 8yd trash container emptied once weekly Building 34 One 8yd trash container emptied 3 times/week Building 162 One 8yd trash container emptied 6 times/week Building 162 One 8yd trash container emptied 5 times/week Building 8 One 8yd trash container emptied 5 times/week Building 160 One 8yd cardboard container emptied 5 times/week Building 205 Three 8 yd cardboard containers emptied 5 times/week Building 34 One 8yd cardboard container emptied once weekly Building 162 One 8yd cardboard container emptied once weekly B.1 WORK REQUIREMENTS All materials and labor to be furnished by contractor/vendor. All work to be completed in a craftsmanship and safe manner. All work to be completed in a reasonable time frame. STATEMENT OF WORK PART C SUPPORTING INFORMATION C.1 Place of Performance Department of Veterans Affairs James H. Quillen A Medical Center Corner of Lamont & Veterans Way, Mountain Home, TN 37684 C.2 Period of Performance It is preferred that work be accomplished during regular business hours 7a.m. to 4:30 p.m. Monday through Friday, excluding Federal Holidays, if possible. All collection dates and times will be coordinated with James H. Quillen VAMC Engineering personnel. Base Year: 05/01/2022-04/30/2023 Option Year 1: 05/01/2023-04/30/2024 Option Year 2: 05/01/2024-04/30/2025 Option Year 3: 05/01/2025-04/30/2026 Option Year 4: 05/01/2026-04/30/2027 C.3 Special Considerations Contractor must ensure that wastes are appropriately managed, transported, and disposed of in compliance with all local, state, and federal regulations.  C.3.1 Contractor Furnished Materials All labor, materials and tools to complete the work identified, including, but not limited to, packing containers, necessary packing materials, and personal protective equipment. C.3.2 Government Furnished Materials and Services N/A C.3.3 Qualifications of Key Personnel Contract employees must speak English and posses a valid driver s license C.3.4 Security Requirements NA C.3.5 The Contracting Officer's Technical Representative (COR) is responsible for the inspection of the work. The Contracting Officer's Technical Representative will be identified by name, telephone number and location. Inspections made by the COR are for the sole benefit of the Government and do not relieve the Contractor of any quality control responsibilities. C.3.6 Smoking Policy. The Contractor shall not allow smoking on the James H. Quillen VAMC property. C.3.7 Parking/Traffic Regulations. The Contractor shall not park on grassy areas unless approved by the COR and the Contractor agrees to restore areas back to VA standards. Drivers should be particularly concerned with pedestrian traffic. Yield to pedestrians in crosswalks. Posted speed limits and all other traffic controls are to be observed by operators at all times. Seat belt use is mandatory on the VA grounds. Other important considerations: Cite any other information that is necessary for potential respondents to understand the nature of the potential requirement or proposed acquisition.  Capability statement /information sought: Response to this announcement shall not to exceed 10 pages and should include the following information: (1) A tailored capability statement indicating the firm s ability to provide a product and related services; (2) The respondents DUNS number, organization name, address, point of contact, and size and type of business (e.g., SDVOSB/VOSB, etc,) pursuant to the applicable NAICS code; (3) Information should be provided electronically in a Microsoft Word or Adobe PDF format.
