- The United States Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) is releasing the following sources sought notice for the purpose of conducting market research. The results of this notice may be used by the government to make appropriate acquisition decisions. This is not a solicitation announcement. However, a subsequent solicitation announcement may follow. The notice is for constructing the Super Hornet Procurement D, Package 002 (QRA and CALA); Procurement E�Packages 007 Engine Shop; and Procurement F, Package 007 Engine Shop and Package 009 Squadron Operations Shop project, all located at Al Jaber Air Base, Kuwait. This is a Foreign Military Sales (FMS) Procurement. Procurement D Project Scope: Design-Bid-Build Award for the combined Combat Aircraft Loading Area (CALA) / Quick Reaction Area (QRA). QRA will include four (4) individual Hangar buildings, with each Hangar housing two (2) Aircrafts loaded with munitions and ready for immediate deployments. The CALA includes five (5) sunshades to accommodate loading of munitions onto the aircraft.�The magnitude of construction of this project is between $25 million and $100 million U.S. Dollars. Procurement D Period of Performance:�The overall Period of Performance (PoP) shall be five hundred and sixty-five (565) calendar days from Notice to Proceed (NTP) for the entire scope of work. Procurement E Project Scope:�Design-Bid-Build Award that involves construction of a new airframe shop.�The magnitude of construction of this project is between $5 million and $10 million U.S. Dollars. Project E Period of Performance:�The overall Period of Performance (PoP) shall be five hundred and sixty-two (562) calendar days from Notice to Proceed (NTP) for the entire scope of work. Project F Project Scope:�Design-Bid-Build Award that involves construction of a new engine shop as well as a new squadron operations facility. The magnitude of construction of this project is between $10 million and $25 million U.S. Dollars.� Project E Period of Performance:�The overall Period of Performance (PoP) shall be four hundred and sixty (460) calendar days from Notice to Proceed (NTP) for construction of the engine shop and four hundred and sixty (460) calendar days from NTP for the operations squadrons shop. These projects may include site demolition, pavements, fire detection/protection, communications, site improvements, electrical installation and all necessary work to produce a complete and useable facility.� These project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. A capabilities statement is included with this announcement.� Provide your capabilities and experience with not more than five similar projects.� The capabilities statement will not be used by the Government to either qualify or disqualify prospective offerors. Also indicate in the capabilities statement which project your firm would be interesd in.� At this time there is no anticipated date to release a solicitation for this projects. Contract awards would be subject to availability of funds. Set asides and codes:� The project is classified through the North American Industry Classification System (NAICS) under code 236220 Commercial and Institutional Building Construction with a small business size of $39.5 million U.S. Dollars. The Government anticipates awarding one firm-fixed-price contract. A pre-solicitation and solicitation announcement may eventually be publicized on the SAM.gov website. Offerors are responsible for monitoring the SAM.Gov website for any future announcements. Be advised that this is a sources sought notice and is not an RFP. Pending the result of market research, the Government reserves the right to utilize any acquisition approach to award any or all resultant contracts. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
