- Page 4 of 4 Released pursuant to Federal Acquisition Regulation (FAR) Part 10: Market Research, this is a Request for Information. Purpose: Central Arkansas Veterans Health Care System (CAVHS) | Eugene J. Towbin VA Medical Center | B170-1E Patio Courtyard Repairs | Project# 598-22-131 In an effort to enhance opportunities for Service-Disabled Veteran Owned Small Businesses (SDVOSB) as required by Public Law 109-461, specifically the Veterans First Contracting Program, NCO16 is performing preliminary market research to identify interested, qualified, capable, SDVOSB and VOSB firms possessing the capacity necessary to compete for a VHA procurement opportunity. Pursuant to the set-aside authority contained in Public Law 109-461. Results of preliminary market research will be used in considering a 100% set aside for SDVOSBs first and if needed VOSBs second. This source sought notice is issued solely for informational, market research, and planning purposes. It does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), Request for Proposal, or a promise to issue a subsequent RFQ/IFB/RFP. At this time, no solicitation document exists. Issuance of this notice does not establish any obligation on the part of the Government and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. In addition, respondents are advised that the United States Government is under no obligation to pay for any information or administrative cost incurred in response to this notice. At this time, proprietary information is not being requested; respondents shall refrain from including proprietary information in responses to this notice. The Department of Veterans Affairs anticipates awarding a one-time, Firm-Fixed Price (FFP) Contract. Project Scope Summary: Contractor shall provide all management, supervision, qualified personnel, labor, transportation, tools, equipment, taxes, materials, licenses, permits, insurance, certifications, safety data sheets, and services required to make the various removal and replacement requirements to the building 170 Courtyard/Patio in North Little Rock, Arkansas, identified in the Statement of Work. Contractor shall comply with all State of Arkansas, federal, and local requirements to include but not limited to Occupational Safety and Health Administration (OSHA). All workmanship shall comply with all applicable codes, specifications, local ordinances, and be in general accordance with industry standards. The work is to include: A. Contractor to conduct (1) site visit to evaluate and document the existing conditions of the 1E Courtyard / Patio located in Building 170. Contractor shall gather required existing conditions to verify dimensions of existing patio. B. Contractor to demolish and remove the existing brick and mortar patio surface, as well as any other associated construction debris. Contractor to remove mortar to existing concrete elevation, if possible. Contractor to demolish and remove the existing brick wall spanning from the 1E patio to the lower roof located above the Ground floor hallway. All construction debris shall be removed and hauled away outside of the building 170. Portions of the existing fence on the south edge of the patio may be removed and re-assembled to facilitate the removal of construction debris. Access to the rear of the building adjacent to the 1E Courtyard/Patio is limited and is blocked by the existing covered pedestrian walkway. The existing covered pedestrian walkway shall not be altered or damaged in the removal of the construction debris. A Demolition Plan detailing the construction debris removal process shall be approved by North Little Rock VA Planning and Design via the project COR. Approval from the project COR will be required before the demolition process can begin. C. Contractor to install new brick veneer wall on wall ledge spanning from 1E patio to lower hallway roof. Install weep holes at 6 -0 O.C. at the bottom of the veneer to drain any moisture. Brick veneer shall be installed per Section 04 20 00 UNIT MASONRY. D. Contractor to remove the existing exterior door on the east side of the 1E Courtyard. Contractor to remove door opening devices while protecting existing power supplies for door opening mechanisms. E. Contractor to grade surface to incorporate a landing at outside of existing door opening. Landing shall be 4 -0 by 8 -0 wide centered on the existing door opening. Landing shall be installed to meet the requirements of PG-18-13 VA Barrier Free Design Standards (January 1, 2017, rev 11/1/18). F. Contractor to apply a layer of concrete to create a relatively smooth surface to place the roof TPO on top of. Contractor to maintain the new landing grades at the door and begin sloping new grades to the existing drain. Surface shall meet TPO manufacturer s specifications for surface material, smoothness etc. Contractor shall slope patio from exterior walls to drains with 1% minimum slope and 2% maximum slope in any direction. G. Install new roof TPO to the top of the concrete deck. TPO shall be installed by a roofer with a minimum of 2 years of roofing experience and professional knowledge in the installation of TPO roofing. Start TPO on side walls to ensure waterproof seal. TPO material selected shall be installed per Section 07 54 23 THERMOPLASTIC POLYOLEFIN (TPO) ROOFING. Roofing material shall be designed to be abrasion resistant rated and material specifications shall be submitted to the COR for approval before purchase of the TPO material. Ensure TPO roofing is sloped to drains with 1% minimum slope and 2% maximum slope in any direction. Extend TPO roofing to back of brick veneer the sidewalls and adhere to achieve a waterproof seal at the edge of the patio. H. Contractor shall install protection around drains on the 1E patio to allow for free drainage into the top of the floor drains to avoid plugging of drains. I. Contractor shall bring in materials from the outside of the 1E Courtyard/Patio. Contractor to provide a Laydown Area plan detailing the proposed laydown area and means of bringing materials into the laydown area for approval from the COR. J. Contractor shall install concrete pavers placed on sand / gravel bedding and spacers to interlock the pavers in place. Pavers shall be similar in size, color and configuration to the building 170 1E/1F courtyard that is accessed off of corridor C1B1. Contractor to submit material selection for COR approval before ordering materials. Bricks shall be installed with slope and spacing requirements meeting PG-18-13 VA Barrier Free Design Standards (January 1, 2017, rev 11/1/18). Contractor to ensure finished grades at landing meet slope requirements. K. Contractor to install automatic door in existing door opening location. Match existing door opening size. Install hand operated door opening device on inside of door for opening and mount automatic door opening device and hand operated door opening device on exterior of door. Install door per Section 08 31 13 ACCESS DOORS AND FRAMES, Section 08 71 00 DOOR HARDWARE & Section 08 71 13 AUTOMATIC DOOR OPERATORS. L. Contractor to install new gutter system to drain the existing awning over the exterior door into the 1E Courtyard. Extend piping to the existing exterior finished grade. Provide splash blocking at the outfall of the gutter piping. M. Upon completion and approval of the building 170 Courtyard/Patio the existing fence that was disassembled to facilitate removal of material and bringing in material shall be re-installed. Fence shall match existing configuration, finish, and color. N. Contractor to install protection around drains at the lower hallway roof section to allow for free drainage into the top of the floor drains to avoid plugging of drains. O. Prep the existing lower hallway roof to allow for installation of new TPO. Prepare surface per manufacturer s requirements and ensure roof is sloped to existing drains. P. Install new roof TPO to roof deck. TPO shall be installed by a roofer with a minimum of 2 years of roofing experience and professional knowledge in the installation of TPO roofing. Install TPO on side walls to ensure waterproof seal. TPO material selected shall be installed per Section 07 54 23 THERMOPLASTIC POLYOLEFIN (TPO) ROOFING. Roofing material shall be rated for patio live load of 40 psf. Ensure TPO roofing is sloped to drains with 1% minimum slope. Extend TPO roofing up onto the sidewalls and adhere to achieve a waterproof seal. Q. Contractor to remove construction barriers and clean up construction debris when construction is completed. Contractor to provide documentation for project completion and close-out as required. VAAR 836.204| Disclosure of the magnitude of construction projects. Between $250,000 and $500,000. Requested Information: 1. Please provide a positive statement of interest in submitting a proposal based on the general scope of work description. 2. Please state whether your SDVOSB or VOSB firm is currently certified by the Department of Veterans Affairs Center for Veterans Enterprise (CVE) based upon North American Industry Classification System code (NAICS) 238140 Masonry Contractors. Current SBA size standard for NAICS 238210 is $16.5M. 3. Please provide a capability statement: describe your firm s in-house capability to accomplish the summarized project scope/goal; how your firm intends to meet the 25% self-performance requirement per PL109-461; and confirmation that your firm can obtain performance and payment bonds for this project. 4. Please state your firm's name, address, DUNS and CAGE number, and primary point of contact, including telephone number(s) and email address. 5. Please provide the following information for your three most relative, recent projects: (a) Contracting agency address and contracting officer s name, email address and telephone number.
