- Please respond if you can meet the following: INTRODUCTION The Center for Army Analysis (CAA) is recognized as a leading authority on analysis of land based warfare in a joint and combined context.� Its primary mission is to conduct operations research and analysis on a wide spectrum of conflict issues to inform senior level decisions on current and future national security issues. The mission of the Technical Library and Research Center is to provide library, reference, and research services that support the informational and educational needs of the study directors, analysts, researchers, staff and employees at the Center for Army Analysis.� Central to the accomplishment of this task is a fully operational and functioning Integrated Library Services Platform (LSP) that extends the capability and function of a traditional integrated library system that supports physical and digital/electronic assets (i.e. books, eBooks, hardcopy and electronic serial titles and articles etc.). BACKGROUND The Center for Army Analysis (CAA) used a stand-alone SirsiDynix Symphony Workflows software version 3.4.1.5 to provide library services support and user access to its physical resource collection. Symphony Workflows is installed on an internal secure server at the Center for Army Analysis (CAA) and operates as a standalone system. Symphony is currently not in use due to noncompliance with current Fort Belvoir IT server standards.� A legacy system, the Symphony Workflows software only manages physical print collections such as hardcopy books and serials. The system does not recognize, support or work with digital resources of any kind. As such, the Symphony Workflows software no longer serves the needs of the CAA workforce as the system cannot and does not provide access to or support the use of digital resources such as eBooks or other electronic material. A Library Services Platforms (LSP) by comparison is scalable and manages both physical and digital electronic resources. A new system in the form of a Library Services Platform (LSP) is now required to meet CAA needs. SCOPE �� CAA seeks to upgrade current library system software by replacing Symphony Workflows with (a subscription to) a fully customizable commercial off the shelf (COTS) cloud based Library Services Platform (LSP).� The LSP comes with a web interface that supports and provides user access to physical and digital asset resources such as eBooks, hardcopy books and serials in addition to electronic documents and other materials. The new (LSP) which includes an integrated library system (ILS) must also include a discovery layer for search purposes and be able to manage a collection in multiple formats under a single user interface and access point. �The new system software will be used to host the Center for Army Analysis�s current library collection on an unclassified cloud (at a secure data center/facility) that will be maintained by the selected vender. OBJECTIVE The objective of this PWS is to purchase a Library Services Platform (LSP) that manages physical and digital collections and materials.� This action would require movement of the library collection from its current location stored on an internal server at the Center for Army Analysis to be moved to a secure data center facility hosted on the cloud in an environment that is unclassified. This action would also require the conversion/configuration, migration, movement and setup of all existing collection data stored in Symphony Workflows (i.e. book records, user accounts and other information) to be moved to the new Library Services Platform (LSP) location on the cloud maintained and hosted by the vendor. Training of library personnel on the new Library Services Platform (LSP) system software by the vendor is also required. NEW SYSTEM REQUIREMENTS The new Library Services Platform (LSP) must include the following system requirements: Circulation controls (item check in/check out) Cataloging with authority control Bibliographic import and export OCLC Marc bulk import capabilities (works with Connexion Client) Acquisitions Module Serials Module, serials check in & tracking Self-check interface RFID or SIP2/3M support Web based reporting Metadata support and management Inventory control Print and Electronic Resources Management/Workflows ILL support Discovery Layer Tool (integration with database subscriptions, knowledge base support, A-Z list with article recommendations) Indexer that is searchable: the ability to catalog/or import electronic documents as holdings on the fly. User privileges, ability to decide who can see and access bibliographical content Toll free technical support during business hours 24/7, 365 days a year System Maintenance, software fixes, updates and services provided by vendor 24/7, 365 days a year. Staff/Patron Access Requirements: Web based Single User Interface (Customizable Dashboard) Mobile Access and Support Staff access, Cloud based System Administration/Utilities and Setup from any location
