Description
This is a SOURCES SOUGHT ANNOUNCEMENT to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services. The DISA Mission Support Organization (MSO)/Workforce Services Directorate (WSD)/MP7 is seeking potential sources for Professional Engineering Services. The Contractor shall provide support services for DISA MP7 Facilities and Real Property Management Division to include all related support functions associated with facilities engineering and AutoCAD while providing recommendations and assistance to Government personnel in all aspects of Professional Engineering Services.� Subject Matter Expert (SME) knowledge of the Central Utility Plant (CUP), Building Automation System (BAS), and general building systems, as well as site engineering surveys and reports, mange design, construction, and maintenance projects, support local facility management staff, and establish facility standards and guidance is required.� The contractor must also have a high degree of familiarity with a Computerized Maintenance Management System (CMMS) program, such as IBM Maximo. Period of Performance (PoP):� 1 May 2023 to 30 April 2028; five-year ordering base period. Place of Performance:� DISA locations CONUS and OCONUS subject to change dependent on requirements. CONTRACT/PROGRAM BACKGROUND: Contract Number:� HC102817D0007 Contract Type:� Firm Fixed Price and Cost Incumbent and their size:� Vetegrity LLC, Small Business Method of previous acquisition: �Small Business Set-Aside Period of performance:� May 1, 2018, to April 30, 2023 This Contract/Program effort provides all necessary Professional Engineering personnel and services associated with facilities engineering and AutoCAD while providing recommendations and assistance to Government personnel in all aspects of Professional Engineering Services.� It provides support to all DISA sites globally and at DISA HQs, Ft George G. Meade, MD. REQUIRED CAPABILITIES: The Facilities and Real Property Management Division (MP7) plans, sustains, and provides, in a cost-effective and environmentally sound manner, the facility and space assets and services necessary to support DISA�s global mission.� The facilities services include maintenance, utilities, custodial services, repairs and oversight policy and procedures for efficient use of space.� This requires providing support services for DISA MP7 Facilities and Real Property Management Division to include all related support functions associated with facilities engineering and AutoCAD while providing recommendations and assistance to Government personnel in all aspects of Professional Engineering Services.� Describe your experience and provide example(s) for the following capabilities: ����������� 1.� On-site Engineering and Quality Assurance (QA) Support Services providing � mechanical systems, electrical systems, BAS, CMMS, AutoCAD, and other� facility related engineering services to include QA support for ongoing work within the facilities. ����������� 2.� Military Construction (MILCON) engineering, technical, and furniture support� including:� requirements development, procurement support, design review, on- site construction quality assurance, on-site project management/coordination, commissioning support, warranty, and move-in/out support ����������� 3.� Facilities management support including: requirements development, quality �� assurance, project management, asset management, software procurement and� management, and contract administration. ����������� 4.� Architectural Design and CAD support services for space utilization options, �� space design services, AutoCAD drawing development/sustainment, and general� facilities design support services. SPECIAL REQUIREMENTS The contractor will be required to provide registered, licensed, and cleared (minimum SECRET) personnel in the following key engineering disciplines: -Mechanical Engineer -Electrical Engineer -Controls/Electronics Engineer -Architectural Designer/Interior Designer -CAD Operator The contractor must have a Secret facility clearance.� Please provide your current Facility Clearance Level (FCL) SOURCES SOUGHT: The North American Industry Classification System Code (NAICS) for this requirement is 541330, with the corresponding size standard of $16,500,000. To assist DISA in deciding regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering.� Please outline how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.
