Description
Sources Sought/Request for Information Forestry Services Blanket Purchase Agreement (BPA) The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business, HUBZone, 8(a), Service Disabled Veteran owned, and Economically Disadvantaged Women(EDWOSB) owned Small Business firms. This is not a Request for Proposal and will be used to identify Small Business firms for the purpose of determining how the solicitation will be advertised. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The primary of this proposed contract is to provide forest services for projects located within the geographic boundaries of the Rock Island District and St. Paul District area of responsibility.� The Rock Island District area consist of a large portion of Iowa and Illinois and smaller portions of Wisconsin and Missouri.� The St. Paul District area consist of a large portion of Minnesota and Wisconsin and a smaller portion of Iowa. Work may include but are not limited to perform in remote areas:� Planting site preparation, supply and install tree, shrub, and plant materials, supply and seed woody and/or herbaceous seed mixes by broadcast, drilling, and cultipacking, rough cut mowing, supply and apply fertilizer or root growth hormone, silvicultural prescription marking, tree felling by chainsaw operation, feller buncher, or tree shear, forestry mulching (fecon or equivalent), wood chipping, slash piling, material handling, debris removal, or slash dispersal, and associated forestry labor. The anticipated contract will be a blanket purchase agreement contract for a period of 5 years from date of award.� Individual call orders will be issued against the contract as program needs arise.� The call orders will be individual projects and include a specific statement of work and period of performance.� The Government makes no representation as to the number of call orders or the actual amount of work to be ordered. Each awardee will be guaranteed $100,000 worth of work in the first awarded call order.� The maximum value of each awardee contract will not exceed $3,000,000 over the contract performance period of five years. NAICS Code and Size Standard: In the event an RFP is issued, North American Industry Classification System (NAICS) code 115310 with a size standard of $8M is being considered. Information Submission Instructions: 1. Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 2 (s) pages and shall include the following information: Firm's name, address, point of contact, phone number, and email address. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to A-E contracts with a similar scope, comparable work performed within the last five (5) years: Brief description of project, customer name, timelines of performance, customer satisfaction, and dollar value of the project).� Provide at least three (3) examples. 2. Number of Copies: All capability Statement sent in response to this SOURCES SOUGHT/Request for Information notice must be submitted via e-mail to the Deputy, Small Business Programs Troy Robbins at Troy.A.Robbins@usace.army.mil. The e-mail subject line must specify Response to Sources Sought:� Forestry Services BPA.� 3. Due Date/Time Electronically submitted tailored capability statements are due no later than Friday April 15th 2022 at 2:00pm CST, however this does not restrict the Government from accepting responses after this time, if it is in the best interests of the Government for market research purposes, and also does not prohibit the Government from seeking potential capable, and responsible sources from information available from other resources (for instance:� small business databases, known sources, previous contractors) to determine a final procurement strategy.
