SOURCES SOUGHT NOTICE Program Executive Officer Land Systems M67854-22-R-0045 NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT NOTICE ONLY. This sources sought notice is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this notice or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a Contractor�s submission of responses to this Sources Sought Notice or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any Contractor's input resulting from this notice. No contract will be awarded as a result of this announcement. Pursuant to Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. 1.�� �Introduction The United States Marine Corps (USMC), Program Executive Officer Land Systems (PEO LS), Program Manager, Advanced Amphibious Assault (PM AAA) is responsible for the development/production of the Amphibious Combat Vehicle (ACV) Family of Vehicles (FoV). �The ACV acquisition program meets Acquisition Category Level I requirements.� 2.�� �Purpose PM AAA is conducting market research in accordance with FAR Part 10 to identify interested vendors capable of providing and integrating a Heating, Ventilating, and Air Conditioning (HVAC) system into the ACV FoV which includes a Personnel Carrier variant (ACV-P), Command and Control variant (ACV-C), Medium Caliber Cannon variant (ACV-30), and Maintenance Recovery variant (ACV-R). �The primary focus of the HVAC system is to provide a cooling/warming system for the ACV FoV that increases the operational effectiveness of vehicle occupants. �PM AAA is seeking interested sources capable of designing and integrating an HVAC system that: a.�� �Operates in the full range of environmental conditions the ACV experiences, which include: a.�� �Temperature range of -40�F to 120�F b.�� �Humidity range of 0 to 95% c.�� �Water mobility in salt (ocean) and fresh water operation b.�� �Minimizes maintenance burden by allowing removal of the ACV power pack and heat exchanger stack without requiring evacuation of the refrigerant system c.�� �Provides sufficient heating capacity to reach and maintain an interior temperature of no less than 45�F in ambient conditions down to -40�F in no more than one hour with closed hatches, closed doors, and the engine running d.�� �Provides sufficient cooling capacity to reach and maintain an interior temperature of no more than 90�F in ambient conditions up to 110�F with a 1,120W/m2 solar radiation load in no more than one hour with closed hatches, closed doors, and the engine running e.�� �Provides outside fresh air at a minimum rate of 20ft3/min/person with doors and hatches closed f.�� �Distributes air evenly throughout the interior space of the vehicle such that the temperature variation between the floor level and head level is less than 10�F. (Ref. MIL-STD-1472H section 5.5.2.1.4.3) g.�� �Has a complete installed net weight increase of no more than 425 lbs h.�� �Allows the packs (approach, march, and subsistence loads) of all crew and embarked Marines to be safely stowed inside the vehicle i.�� �Uses R-134A as the working fluid if refrigerant is required 3.�� �Objective Data submitted in response to this Sources Sought Notice will be used to assess the marketplace environment for businesses to provide the United States Marine Corps with the support described above.� 4.�� �Submission Instructions and Format Interested vendors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond to this Sources Sought Notice via a submission of an executive summary on 8-1/2 x 11 inch paper, no more than 10 pages in length, using 12-point font describing the HVAC capability which could be integrated to the ACV FoV. All responses shall include the following information:� � a.�� �Company name, address, email, telephone number, point(s) of contact; b.�� �Commercial and Government Entity (CAGE) Code and Data Universal Numbering System (DUNS) number; c.�� �Size of business pursuant to North American Industrial Classification System (NAICS) code 336992; d.�� �Any unique requirements for HVAC integration to the ACV FoV; and e.�� �Number of calendar days required to develop a responsive proposal. 5.�� �Responses� Please do not submit proposals at this time. �The Government is only seeking information on sources for market research to determine the availability of qualified, experienced, and interested potential vendors.� Please be advised that any proprietary information must be marked as such on a page-by-page basis. The Government will not assume that any of the information provided by a respondent is proprietary unless it is conspicuously marked on each page containing proprietary information. �Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this notice is proprietary. Questions regarding this announcement shall be submitted in written format by e-mail to the Contract Specialist, Beverly Clark, at beverly.a.clark@usmc.mil and the Contracting Officer, Jessica Hathaway, at jessica.hathaway@usmc.mil, with the subject line M67854-22-R-0045 PM AAA Amphibious Combat Vehicle (ACV) Family of Vehicles (FoV) Heating, Ventilating, and Air Conditioning System Sources Sought. �Verbal questions will NOT be accepted. �Questions shall NOT contain proprietary or classified information. This Sources Sought Notice does NOT constitute an RFP nor a promise to issue an RFP in the future. This Sources Sought Notice does not commit the Government to contract for any supply or service. The Government is not seeking proposals at this time and will not accept unsolicited proposals. It is the Contractor�s responsibility to check the System for Award Management (SAM) website at https://www. sam.gov/ to get additional data regarding future potential solicitations. Contractors are advised the Government will not pay for any information or administrative costs incurred in response to this Sources Sought Notice. � The information provided in the Sources Sought Notice is subject to change and is not binding on the Government. The Government has not made a commitment to procure any of the items discussed and the release of this Sources Sought Notice should not be construed as a commitment or authorization to incur cost for which reimbursement would be required or sought.
