- Description
- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Mirion (Canberra)Technologies Inc. for the procurement of an Integrated Multi-Channel Analyzer. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The National Institute of Standards and Technology (NIST) plans to acquire the Integrated Multi-Channel Analyzer to improve the NIST calibration service for the gamma-ray spectrometry measurements.� The digital signal analyzer will replace the old analog electronics improving the energy resolution of the high purity germanium (HPGe) detector owned by NIST.� The digital electronics will allow NIST to improve the calibration capabilities for a larger number of source geometries as well as to reduce the uncertainties of the radioactive source measurements.� � The digital electronics module(s) needs to be compatible with the high purity germanium (HPGe) detectors. The NIST gamma-ray spectrometry system has been using the Genie-2000 and GammaVision software for data acquisition. The digital electronics need to be compatible with one of these acquisition programs. The current system uses analog electronics to process the detector signal that goes into the data acquisition program. New digital electronics allows to improve the energy resolution of the detection system compared to that obtained using analog electronics. These digital electronics will replace the current existing analog electronics improving the resolution of the detector by approximately a factor of 2. This will allow NIST to improve the calibration capabilities for a larger number of source geometries as well as to reduce the uncertainties of the radioactive source measurements. Based on the market research performed, Mirion (Canberra) Technologies Inc. is the only manufacturer that provides a commercially available product that can meet all the listed requirements, specifically those for compatibility with the Genie-2000 data acquisition program stated above in both software configuration and hardware connections.� Therefore, they are uniquely qualified to fill the Governments need. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 1000 employees. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to Elizabeth.timberlake@nist.gov. No telephone requests will be honored.�� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.�
