Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B22Q0077 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-4. This solicitation is a 100% Total Small Business Set-Aside. The associated NAICS code is 115113, Crop Harvesting, Primarily by Machine, with a small business size standard of $8.0 Million and the PSC code is F099. The Department of Agriculture (ARS) has the need for the following services: 001) Corn Silage Harvesting and Storage Scope of Work: The USDA-ARS Dairy Forage Research Farm at Prairie du Sac, WI is requesting quotes for corn silage harvesting and storage services on 200 acres. Background: Brown midrib (BMR) and conventional corn are grown at the farm for silage. The cutting, chopping and storing of the corn silage is labor intensive, must be completed within short optimum harvest windows, and requires specific farm equipment. The vendor needs to have experience with previous corn silage harvesting to ensure appropriate kernel processing and that the fields and crops are not damaged. The farm has traditionally paid vendors for this service as we do not have the personnel or equipment to perform the work ourselves. The vendor will need to coordinate specific days for the work with Scott Serwe (608-574-0711) or Paul Davis (608-640-7752) who is a University of Wisconsin employee. Scott will assess the field conditions to determine the best days for harvesting. Technical Requirements:� Corn silage chopping services for the cutting of 160 acres of brown midrib corn silage and 40 acres of conventional corn silage. The vendor must have prior experience chopping, hauling, packing, and bagging corn silage. Vendor equipment needed for harvest includes 3 forage trucks or forage wagons, packing tractor, 12 ft Self-propelled bagger and a self-propelled chopper with kernel processor. The vendor must also apply supplied forage inoculant to each ton of forage. The vendor must supply their own diesel fuel for their equipment. Approximately 160 acres of brown midrib (BMR) corn silage will be stored in three 12� wide x 500� long silage bags and one upright forage bunk, and approximately 40 acres of conventional corn silage will be stored in a 12� wide x 500� long silage bag and a 24x70 stave silo. Self-propelled chopper, one large packing tractor, one 12ft self-propelled ag bagger and 3 forage trucks or wagons will be needed.�Estimated date to cut will be August 25th - September 20th, 2022. All loads of chopped corn silage must be weighed on the farm weigh scale to determine the total amount of forage harvested. Weight recording sheets will be provided. Automatic digital weigh wagons can be used by the vendor to record weights. Government Furnished: The work will take place on 200 acres of USDA-ARS land within the Badger property in Prairie du Sac (S8822 Sunset Drive, Prairie du Sac, WI 53578). The US Dairy Forage Farm will provide and install oxygen-limiting plastics used to line the concrete forage bunker prior to feed storage, provide and install bunker covers, provide all silage bags, and provide an additional 3 forage trucks. Travel: The vendor will need to travel to the USDA Dairy Forage Research Farm located at S8822 Sunset Drive, Prairie du Sac, WI 53578 for the days it will take to harvest the corn silage. The vendor must provide own diesel fuel to power their equipment. Contractor�s Key Personnel: The vendor�s personnel who perform the harvesting must have previous experience harvesting corn silage and must be trained and certified to use the farm equipment. Security Requirements:� The vendor does not require a security clearance to complete the work. The vendor must check in and out each day with Paul Davis (608-640-7752). Key Deliverables: Harvesting of Brown Midrib Corn Silage � 160 acres (AC) Harvesting of Conventional Corn Silage � 40 acres (AC) Bagging of Corn Silage (3 Bags Brown Midrib and 1 Bag Conventional) � 2,000 feet (4 Bags) Filling an Upright Forage Bunk (with Brown Midrib Corn Silage) Filling a 24x70 Stave Silo (with Conventional Corn Silage) Place of Performance: Services to be completed at the USDA Dairy Forage Research Center farm (Prairie du Sac Agricultural Research Station) located at S8822 Sunset Drive, Prairie du Sac, WI 53578. Period of Performance: Approximately August 25, 2022 � September 20, 2022. The specific schedule will be contingent on the weather and crop and field conditions. Evaluation Factors: Lowest price, technically acceptable. The government intends to award a firm-fixed price award based on the lowest price technically acceptable service. The lowest priced service will be evaluated first; if not found acceptable, the next lowest priced service will be evaluated, and so on until an acceptable service is identified. The government will not review higher priced services if the lowest priced service is determined to be technically acceptable. For a vendor�s services to be considered technically acceptable, they must meet all of the technical requirements identified in the solicitation. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A Unique Entity Identifier (UEI) number is required in order to register.�Vendor must also include their UEI# on their quote. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. � Offerors responding to this announcement shall submit their quote on�SF1449�(see attached), provide a written Quality Assurance Plan in response to the Quality Assurance Surveillance Plan provided in the attachments to the SF1449 (between the Statement of Work and Wage Rate Determination), and provide completed FAR clauses and provisions. The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted.
