United States Army Corps of Engineers Middle East District Parking Apron and Aircraft Parking Shelters located at Al Jaber Air Base in the country of Kuwait Pre-Solicitation Notice for W912ER-22-R-0004 Anticipated Solicitation Issue Date: Late April 2022 Anticipated Solicitation Response Date: Mid-September 2022 Set Aside: As the work will be performed outside of the continental United States, no set asides to small business or socioeconomic preference for this solicitation. NAICS: 236220 -- Commercial and Industrial Building Construction, and the Small Business Size Standard is $39,500,000. Contracting Office Address: US Army Corps of Engineers � Middle East District, P.O. Box 2250, Winchester, VA 22604-1450 SYNOPSIS: TAM is anticipating a Design-Bid-Build (DBB) award for the Construction of a Parking Apron and Aircraft Parking Shelters located at Al Jaber Air Base in the country of Kuwait. PROJECT SCOPE: The scope of the project includes construction of a new aircraft parking apron and taxiways, enclosed aircraft parking shelters, related site improvements, and incidental related work. The aircraft parking shelters are designed as two (2) hangar buildings with three bays in each hangar. Each bay houses two (2) aircraft, to provide a total of twelve (12) parking spaces for Aircraft. � � �1. The Period of Performance is anticipated to be 649 calendar days from issuance of Notice to Proceed. � � �2. The magnitude of the project is between $25,000,000 and $100,000,000. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will be issued on SAM.GOV. It is anticipated that the Best Value Trade-Off (BVTO) contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. RESPONSE PERIOD: This is a pre-solicitation notice and is not a request for proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. A response to this notice is not required. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
