IDIQ 3rd-Party Asbestos Abatement Monitoring Services RFI 36C25222Q0499 Page 2 of 2 This is a SOURCES SOUGHT action seeking responses from Small Business concerns only. This announcement seeks information from the industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with his synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SOURCES SOUGHT. Respondents will not be notified of the results of this action. We are soliciting the most highly qualified businesses, encompassing Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB) and Small Business (SB) socio-economic groups to determine the appropriate set-aside necessary to fulfill the governments Abatement Monitoring Services requirement to assist the government in making the determination of appropriate procurement procedures. The Tomah VA Medical Center is seeking Abatement Monitoring Services under NAICS Code 541620 Environmental Consulting Services on an as-needed basis under a fixed price, indefinite-delivery, indefinite quantity (IDIQ) contract. Services for this scope of work will be for a VA Professional Industrial Hygienist (VPIH) / Certified Industrial Hygienist (CIH to provide abatement monitoring and testing. The VPIH/CIH will perform the necessary monitoring, inspection, testing, and other support services to ensure that VA patients, employees, and visitors will not be adversely affected by the abatement work, and that the abatement work proceeds in accordance with the specifications, that the abated areas or abated buildings have been successfully decontaminated. The VPIH is an independent Industrial Hygienist employed by the Veterans Administration (VA) to provide various services on the behalf of the VA. VPIH must be a Certified Industrial Hygienist and must be licensed in asbestos inspection in Wisconsin. VPIH will provide services as described in VA specification 02 82 11, Asbestos Abatement (MASTER CONSTRUCTION SPECIFICATIONS (PG-18-1) - Office of Construction & Facilities Management (va.gov)) Veteran Professional IH - An IH who meets the definition requirements of AIHA; meets the definition requirements of OSHA as a ""Competent Person"" at 29 CFR 1926.1101 (b); has completed two specialized EPA approved courses on management and supervision of asbestos abatement projects; has formal training in respiratory protection and waste disposal; and has a minimum of four projects of similar complexity with this project of which at least three projects serving as the supervisory IH. The PIH may be either the VA s PIH (VPIH/CIH) or Contractor s PIH (CPIH/CIH). Veterans Street Tomah, WI 54660-3105 IDIQ Ordering Limit: $500,000; Individual Task Orders: Not less than $2,000. Not to exceed $50,000.
