- The Department of Veterans Affairs Network Contracting Office 2 is issuing this sources-sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for backflow preventer inspections, at the James J. Peters VA Medical Center (130 West Kingsbridge Road Bronx, NY 10468). The result of this market research will contribute to determining the method of procurement. The North American Industry Classification System (NAICS) Code is 238220 Plumbing, Heating, and Air-Conditioning Contractors. STATEMENT OF NEED: The James J. Peters Veterans Affairs Medical Center has a requirement for a New York State Department of Health Certified Backflow Tester to test and inspect 14 backflow preventers located in several locations throughout the facility. Backflow preventers should be tested annually, and records of those tests must be maintained. The backflow preventers at the requesting facility have not been tested since November 2020. Inspection results shall identify correctable issues, backflow preventers that require replacement, those that are unnecessary and those that are fully operational. The contractor shall provide NYC Department of Environmental Protection (DEP) test form GEN-215B upon completion Contractor is required to furnish all labor and equipment to accomplish the task. All work should be completed within 30 calendar days and must comply with WQ2.2US Risk Management Techniques and National Fire Protection Association (NFPA) 25 Standards. THERE IS NO SOLICITATION AT THIS TIME. This is a request for capability information and does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Based on the responses to this sources-sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. SUBMISSION INSTRUCTIONS Interested parties who consider themselves qualified to perform the above-listed service requirement are invited to submit a response to this Sources-Sought Notice by April 14, 2022, at 5:00 pm ET.
