THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. There is no solicitation package available. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this RFI is strictly voluntary. The Product Service Code (PSC) for this requirement is J015 (Maint/Repair/Rebuild of Equipment-Aircraft and Airframe Structural Components). The North American Industry Classification System (NAICS) code is 336413: (Other Aircraft Parts and Auxiliary Equipment Manufacturing) with a Size Standard of 1,250 employees. The Department of the Navy (DoN) Commander Naval Air Forces (CNAF) and Naval Aviation Warfighting Development Center (NAWDC) is releasing the capabilities questionnaire as part of this RFI to identify interested parties and solicit comments to improve the quality and clarity of the detailed requirement. Requirement Statement: The Department of the Navy (DoN) Commander Naval Air Forces (CNAF) and Naval Aviation Warfighting Development Center (NAWDC) require contractor services to conduct aircraft maintenance and logistics support of the United States Navy (USN) NAWDC Fleet (Grey Tail) aircraft program at Naval Air Station (NAS) Fallon, Nevada. The prime on the current contract, N00421-22-D-0093, is DynCorp International LLC. To request information on this contract, please follow the steps for the NAVAIR Freedom of Information Act (FOIA) process at http://www.navair.navy.mil/foia/request_instruc.html. The Contractor shall perform Organizational (O) -Level, Intermediate (I)-Level, and Depot (D)-Level maintenance, modifications, and logistics support services 24 hours a day, seven (7) days a week, and 365/366 days a year on all F/A-18, EA-18, H-60 and E-2 aircraft assigned to NAWDC Fallon, NV. The Contractor shall provide services to include acquiring equipment, tools, direct materials, and indirect materials (unless otherwise delineated in the Task Order) required maintaining aircraft, aircraft systems, and related support equipment (SE) in support of flight operations. The Contractor shall provide sufficient manpower to maintain aircraft readiness standards contained in Type/Model/Series and Aircraft Carrier Readiness and Resource Standards for Naval Air Force Units (COMNAVAIRFORINST 3510.11C ). The Contractor, at its own discretion, may perform maintenance outside of the regularly scheduled working hours/flight operations; however, the Government is not responsible for the contractor�s costs for any overtime associated with such work beyond what is included in the fixed price portion of this task order. The Contractor shall support all flight operations. Flight operations are scheduled for five (5) days per week (Monday through Friday), from approximately 0700 to 0030 hours and are typically scheduled 52 weeks per year. NAWDC will also schedule and conduct flight operations on 15 holidays/weekends (total days) during a typical year at NAS Fallon. Typically, weekend or holiday flying is notionally scheduled during Planning Board for Training (PB4T). Search and Rescue (SAR) flight operations and detachments conducted away from NAS Fallon on holidays/weekends do not count as part of the 15 holiday/weekend fly days. The Contractor shall be available during the entire flight schedule during all flight operations, except after-hours/unscheduled SAR alerts. The Contractor shall manage seven (7) MH-60S helicopters comprised of two SAR configured helicopters and five (5) Seawolf Weapons Tactics Instruction (SWTI) configured helicopters.� The Contractor shall maintain the two (2) MH-60S SAR configured aircraft where at least one of the two aircraft will be in a ready-to-launch status.� The Contractor shall ensure the alert SAR aircrew has the ability to release and launch the helicopters themselves within 60 minutes of a SAR alert being called. The Government reserves the right to use any of the five (5) SWTI configured aircraft for SAR operations as needed. During normal working hours, helicopter prioritization responsibility and authority between SAR & SWTI will rest with the Government.� The contractor shall pass positive control of a ready SAR-designated aircraft to a designated Government rep before the end of each fly day or before helicopter-qualified contractor personnel secure for the day (whichever occurs first). Interested offerors may also provide an introductory capability statement in either Microsoft Word or PDF. The introductory capability statement shall be no more than fifteen (15) single-sided 8.5 X 11 inch pages, font no smaller than 10 point to demonstrate the ability to provide the requirement as listed above. Responses shall be received by close of business on April 21, 2022. The information shall be submitted as UNCLASSIFIED. The Government may elect not to discuss submissions received in response to this RFI with individual responders. There is no requirement to respond to the RFI in order to be eligible to propose on the planned RFP. However, the Government places tremendous value on the information received and may utilize it to finalize its acquisition strategy. Respondents shall fully use this opportunity to describe proven capabilities in performing services similar to those described in this RFI.
