- This announcement is a Sources Sought (market research) Notice. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be taken as a commitment by the Government, implied or otherwise, to issue a solicitation or award contract. Stated is the draft performance work statement for portable latrine services at Pohakuloa Training Area (PTA) and Kawaihae Dock (K-Dock) on the island of Hawaii (Big Island).� The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide Portable Latrines and Services at various locations within the Pohakuloa Training Area (PTA), Kawaihae Dock (K-Dock) and supporting facilities; Hilo International Airport and Elison Onizuka Kona International at Keahole Airport, for the Directorate of Public Works (DPW) at PTA on the island of Hawaii. The contractor shall perform all work in accordance with all local, Federal, and State laws and regulations; and commercial standards. Contractor shall provide enclosed, individual portable latrines with an inside locking device, 45-gallon holding tank (minimum) capacity, to support use by fifteen (15) soldiers serviced every other day, supplied with a minimum of four (4) full rolls of toilet paper.� The contractor will be provided a matrix with each Delivery Order at least three (3) business days prior to service start date. The contractor shall ensure latrine(s) are in place at the designated location prior to the schedule time of training.� 2.1.3.3 The contractor shall provide a Point of Contact (name, phone number, and email address) available 24 hours/7 days, to respond to all verbal or electronically sent communications for portable latrine service requests.� The contractors Point of Contact shall respond to requests sent verbally or electronically within twelve (12) hours, confirming request has been received, and the service requested will be scheduled in an acceptable time frame. � 2.1.4�Federal Holidays. �The Contractor�s performance shall not be required on the Federal public holidays listed below. �Holidays occurring on weekends will be observed as directed by the Federal calendar (5 U.S.C. 6103). New Year�s Day, Labor Day, Martin Luther King Jr.�s Birthday, Columbus Day,�President�s Day, Veteran�s Day, Memorial Day, Thanksgiving Day, Independence Day, Christmas Day, Juneteenth, National Independence Day 2.1.6.3 Portable Latrines (Emergency Delivery). The Contracting Officer will telephonically notify and send a confirmation email to the Contractor for emergency latrine(s).� The Contractor shall deliver the latrine(s) within twelve (12) hours after notification, to include weekends. 2.1.6.4 The contractor Point of Contact identified in para. 2.1.3.3, shall schedule emergency requests received, within twelve (12) hours of responding to notification sent by phone or email, including weekends and holidays not listed in para. 2.1.4.�� Emergency services include unforeseen latrine requirements such as request of latrines, cleaning, relocation, latrines knocked over and replacement of damaged and unserviceable latrines. The purpose of this sources sought notice is to determine interest and capability of potential qualified firms relative to the North American Industry Classification (NAICS) code 562991. Please provide the following information on your capability statement: 1) Your intent to submit a quote for this requirement when it is formally advertised; 2) Name of firm with address, phone number, e-mail address, and point of contact; 3) CAGE Code and DUNs Number 4) Size of firm including category of small business, such as 8(a), Women-Owned Small Business (WOSB), HUBZone, Small Disadvantaged Veteran Owned Small Business (SDVOSB); and 5) Statement of Capability stating your skills, experience, and knowledge required to perform the specific type of work.
