- I. Introduction� Battelle Energy Alliance, LLC (BEA), the managing and operating contractor for the Department of Energy�s Idaho National Laboratory (INL) in Idaho Falls, Idaho, is seeking an Expression of Interest (EOI) from industry vendors with the capacity to provide industrial laundering services and rental of uniform/work clothing, non-garment items (i.e. towels, bedding, table linens, mop heads, machine shop rags, floor mats, bath mats, etc.) to approximately 450+ personnel located throughout INL's Research and Education Campus (REC) in Idaho Falls and various INL-site facilities approximately 35-70 miles west of Idaho Falls, ID and approximately 10+ miles west of Mud Lake, ID.�� II. Services� The requested support services include but are not limited to the following:� Tier 1 � Required Services� Industrial laundering of BEA-owned garments, linens, and other items.� Weekly pick up of soiled items and drop off of laundered items to various town and INL-site areas. Note: Vendor must be able to accommodate emergent or ""as needed"" laundering requests for essential INL operation needs� Special laundering of Arc Resistant (Arc) and Fire Retardant (FR) clothing in compliance with ASTM F 1449-01: Standard Guide for Care and Maintenance of Flame, Thermal and Arc Resistant Clothing� Barcoding and/or identification tagging of garments� As-need garment tailoring and repair of damaged clothing� Weekly inventory reporting (in-and-out going)� Monthly invoicing� Tier 2 � Additional Services� Rental of uniform/work clothing and non-garment items� Industrial laundering of rental garments, linens, and other items.� Replacement of rental clothing and non-garment items (i.e. lost/stolen and/or normal wear and tear)� Onsite customer service� Tier 1 � Required Services are those services needed at a minimum to be considered for potential solicitation. Tier 2 � Additional Services are those services that INL would like to include, but does not remove potential offerors from consideration if unable to provide.� III. Other Requirements� Industrial laundry services are subject to the provisions of the Service Contract Act for hourly and fringe benefits. Any questions regarding payment of wages and fringe benefits should be referred to the U.S. Department of Labor Office servicing your geographical area. On a quarterly basis, the successful offeror will be required to submit a ""Service Contract Act Wage and Health & Welfare Certification"" for all associated service eligible personnel, as shown in the example that follows:� �������������� *See 29 C.F.R. 4.180 - 4.182 for Overtime pay requirements of the Act.� IV. Submittal Requirements� All submissions to this EOI shall be provided as an attachment in an email message addressed to Jordan Alvarez (Jordan.Alvarez@inl.gov) with the subject line �Response to Industrial Laundry and Uniform Services EOI� no later than 5:00 P.M. (MT) on April 20th, 2022.�� Official submissions shall include:�� Overview of the company including name, phone number, and e-mail address of a representative who can be contacted regarding this Request for Expression of Interest.� Descriptions of how the offeror�s ability to fulfill the required and additional services noted above.� Description of experience, qualifications, and documented adherence to the Service Contract Act.� The response shall be provided as either PDF or Microsoft Word (.doc/.docx), no more than 4 pages in length, no less than 10-point font, 1-in margins, and no more than 20 MB in size. Only electronic responses will be accepted. Responses submitted by any other means will not be considered by BEA. Supplemental information may be provided with the official submission but will not be used to verify the offeror�s compliance with the required and additional services and SCA requirements, as that information is required to be included in the official submission document.� V. Proprietary Information� Because information received in response to this EOI may be business sensitive or proprietary to the responding party, respondents must mark information in their responses accordingly.��
