- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Project Title:� Federal Prisoner Medical Services The U.S. Marshals Service (USMS), Prisoner Operations Division (POD), Office of Detention Services (ODS) intends to award an Indefinite Delivery, Indefinite Quantity contract to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The period of performance for the proposed contract is one (1), one-year base period and four (4), one-year option periods. � The prospective contractor will provide inpatient/outpatient Federal prisoner medical services. The specialized care services consist of providing all in house medical, dental, and mental health services in appropriate clinic and infirmary settings while meeting the applicable standards and levels of quality established by the American Correctional Association Standards for Health Services, the Federal Performance Based Detention Standards, and the National Commission on Correctional Health Care Standards. The types of medical services required include but not limited to: Medically necessary inpatient care (i.e., room, board, medical and ancillary services); Emergency and urgent care; Medically necessary outpatient medical care to include ambulatory surgery (i.e., Ambulatory Surgical Center- ASC services); Inpatient care in a skilled nursing facility or hospice;� Radiological services; Dialysis Services; Laboratory services; Mobile medical units (e.g., radiology); Locked (secure) inpatient infirmary or hospital wards; Physical/Occupational therapy Services within the facility; and Chemotherapy Services within the Facility. The prospective contractor will be located in the USMS Columbia, South Carolina District. The facility shall have the capability to accommodate 40 prisoners. ODS intends to award this requirement for medical services as a sole source award to Correct Care of South Carolina, 1283 Murfreesboro Pike, Suite 500, Nashville, TN 37217-2421, because there is a reasonable expectation that there are no other sources that can fulfill the government�s current requirements and competition will only yield similar results. The North American Industry Classification System code for this requirement is 622110 General Medical and Surgical Hospitals with a size standard of $41.5 million. The Product Service Code is Q999 Medical � Other. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority FAR 6.302. This notice of intent is not a request for proposals/quotations; however, all responsible sources may submit a statement of technical capabilities which, if received within fifteen (15) calendar days of publication of this notice, shall be considered by ODS, as required by FAR 6.302-1(d)(2). All responses must be submitted to the government point of contact at the email address shown below. A determination not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered only for the purposes of determining whether to conduct a competitive procurement. The government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for proposals or quotes. As much as possible, it is preferred that technical capability statements be nonproprietary. However, capability statements with company-sensitive data and concepts will be accepted, and the government will respect restricted data markings. Responders are expected to appropriately mark its submissions that contain proprietary information. Capability statements shall not exceed three (3) pages in length (excluding a cover page).
