- Description: The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, Satellite and Information Acquisition Division located at 1325 East-West Highway, Silver Spring Metro Center Building2, Silver Spring, MD 20910 intend to award a contract to Logus Manufacturing Corporation on a sole source basis in accordance with 41 U.S. C. 3304(a)(1) as implemented by Federal Acquisition Regulation Part 13.106-1(b)(1) � �Soliciting from a Single Source� The proposed source is Logus Manufacturing Corporation located at 1711 Longwood Road, West Palm Beach, FL� 33409-6491. This procurement is for three (3) waveguide switches manufactured by Logus Manufacturing Corp to interface with L3 Harris Datron Advanced Technologies antennas. 1.� Introduction/Background:� The National Oceanic and Atmospheric Administration (NOAA) Office of Satellite and Product Operations (OSPO) is an organizational component of the National Environmental Satellite, Data and Information Service (NESDIS).� The OSPO has operational responsibility for the Satellite Operations Control Center (SOCC) at Suitland, MD and the Command and Data Acquisition Stations (CDAS) at Wallops, VA and Fairbanks, AK to command and control the satellites, to track the satellites, and to acquire their data.� The OSPO also manages and directs the operation of the central ground facilities which ingest, process, and distribute environmental satellite data and derived products, to domestic and foreign users. 2.� Scope of Work�� The purpose of this acquisition is to procure three (3) original equipment manufacturer (OEM) waveguide switches that meet the specifications of 13 meter antennas originally constructed by the Datron Advanced Technologies. The purchase of these items is to satisfy the current deficiency of one unit in an active antenna and to meet minimum sparing requirements necessary to maintain full antenna operability. Further, this supports the requirement to maintain spare equipment on site which, in turn, avoids unnecessary down time for the operational equipment and decreases the risk of loss of critical weather data. 3.� Specifications:�� Logus Manufacturing Corporation PN:� MS430BQL1X1 4.� Delivery Requirements: Delivery is Sixteen (16) weeks from the receipt of the order. 5. Sole Source Justification This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs:�� The unit is manufactured by Logus Manufacturing for use to support the national critical Polar spacecraft tracking operations at the Wallops Command and Data Acquisition Station. The Logus waveguide switches are major components of the 13 meter antennas that are used to track the Polar spacecraft. The switches must have form, fit and function to be integral with components of the antennas. Further, these units are unique specifications by Logus that holds the proprietary designs of the waveguide switches and they do not use partners for reselling their products.� The Logus meets the particular desired specifications and is uniquely qualified to provide the specific units that will operate in concert with the antennas originally designed by L3 Harris Datron Advanced Technologies. Logus maintains all drawing documentation and test equipment to produce this requested item. The Government anticipates a firm-fixed priced contract.� ��� This notice is published for informational purposes only and is not a request for competitive quotations. However, any firm who believes they can meet this requirement may submit a response in writing.� � Responses must include a written narrative statement of capability, including detailed technical information demonstrating the company�s ability to meet the above requirements. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Written responses must be received no later than 15 calendar days after publication of this synopsis to the person listed as the Government Point of Contact in this announcement.� All questions must be submitted in writing to the attention of the Government Contract Specialist.� If no responses are received, the Government will proceed with the sole source negotiation.�� NOTHING HEREIN SHOULD BE MISCONSTRUED AS A REQUEST FOR COMPETITIVE PROPOSALS, QUOTES OR BIDS.
