- NOTICE OF INTENT TO SOLE SOURCE! The Library Collections & Services Group (LCSG) at the Library of Congress (Library) requires a new license agreement and maintenance support to ensure that heavily used software is the latest version with appropriate and timely security patching and support response. The software, Macro Express Pro 6, is needed to maintain thousands of macros used by hundreds of staff on a daily basis. Please see the draft Statement of Work (SOW) below for more details.� Also see Justification and Approval For Other than Full and Open Competition.� Document name: JA-MacroExpress-Final_Redacted.pdf. The Library intends to fulfill this requirement by issuing a sole source contract award to Insight Software Solutions, Inc.� Any firm that wishes to be considered for this requirement and believes that this does not meet the Sole Source criteria must submit a capability statement that demonstrates its ability to meet all the requirements described in the draft Statement of Work (below). �The capability statement must be received no later than 10:00 am April 22, 2021.� The capability statement must not exceed five (5) double-spaced pages and shall include the following information: Company name, UEI number, address, point of contact, phone number, and e-mail address Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and; Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.) If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it. In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole-source contract to Insight Software Solutions, Inc. is posted with this notice. � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �(Drafted SOW) � STATEMENT OF WORK 1.�� �OVERVIEW / BACKGROUND The Library Collections & Services Group (LCSG) at the Library of Congress (Library) requires a new license agreement and maintenance support to ensure that heavily used software is the latest version with appropriate security patching. The software, Macro Express, is needed to maintain thousands of macros used by hundreds of staff on a daily basis. Staff use these macros extensively for repetitive tasks to avoid keying errors and ensure uniformity of formatting. The macros enable the use of keyboard shortcuts to perform repetitive tasks involving multiple applications, systems, and tools available to users. 2.�� �SCOPE This contract is limited to the renewal of licensing and ensuring maintenance of a software application, Macro Express, to maintain existing workflows relied upon by hundreds of LCSG staff on a daily basis.� 3.�� �REQUIREMENTS 3.1�� �The Library requires an enterprise Macro Express Pro 6 license to upgrade the current Macro Express 3.9a license version of the software installed. 3.1.1�� �The product must be compatible with and able to execute thousands of macros developed over nearly two decades that are in heavy use on a daily basis. 3.1.2�� �The software must be compatible with Windows 10 Enterprise 3.1.3�� �Maintenance must include updates and patching to avoid and respond to Information Technology security vulnerabilities.� 3.1.3.1�� �Updates and Patches must be done within 30 days of an identified security incident that poses a high vulnerability to Library systems. 3.2�� �The Library requires macro utility software which allows staff to create, record, edit and modify macros which are bound to keyboard shortcuts. Staff use these macros extensively for repetitive tasks to avoid keying errors and ensure uniformity of formatting. 3.2.1�� �The product must be able to open and close multiple applications within a specific macro, allow copying and pasting of data from one application to another. 3.2.2�� �The software must be able to create macros involving keystrokes of all keyboard keys, able to open and close specific programs, record actions taken, specify and record real time dates and times in multiple formats, and allow editing of those processes once recorded or created. 3.3�� �The contractor is responsible for responding to information and maintenance requests within one business day of being notified. 4.�� �CONTRACT PERFORMANCE 4.1.�� �SCHEDULE OF EVENTS/DELIVERABLES� 3.1� � Delivery of enterprise Macro Express Pro 6 license� � � � � � �Due:� 30 days after contract award/payment upon delivery 3.2� � Critical software security patching� � � � � � � � � � � � � � � � � � � � Due: Within 30 days of an identified security� incident that poses a� high vulnerability to Library systems. �� 4.2.�� �QUALITY CONTROL. � The contractor shall develop and maintain an effective quality control program (QCP) to ensure services are performed in accordance with this contract. �The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. �The contractor�s quality control program is the means by which it assures itself that its work complies with the requirement of the contract. � 5.�� �ADDITIONAL INFORMATION 5.1.�� �PLACE OF PERFORMANCE. �The software will be used on Library networks and Library owned workstations. 5.2.�� �HOURS OF OPERATION. �The contractor is responsible for responding to information and maintenance requests within one business day (business days are Mondays through Fridays), except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. � 5.3.�� �Government furnished property � N/A 6.�� �SPECIAL QUALIFICATIONS � N/A� 7.�� �OTHER (If applicable):� 7. 1 �� �Subcontracts / Material Handling� Performance under this contract may require the contractor, upon written direction by the Contracting Officer, to purchase material or enter into subcontracts to acquire the needed software license.� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �(End of Statement of Work) �
