Description
REQUESTS FOR INFORMATION (RFI) FOR AE DESIGN: RENOVATE 3RD FLOOR AMBULATORY CARE FOR SPECIALTY CLINIC The purpose of this Pre-Solicitation amendment is to provide notice of the Requests for Information (RFIs) for this requirement. Q.1. In reference to the Solicitation Notice for the Cleveland VAMC Renovate Ambulatory Care (attached), a NAICS classification of 541310 Architectural Services has been issued. Looking further into the procurement description, it looks like the service being requested is predominantly Engineering (NAICS classification of 541330). Respectfully requesting the NAICS Classification be changed to match FAR 19.102 direction as Engineering would account for the greatest percentage of the design effort.  Q.2. Request the NAICS Code be changed to 541330-Engineering Services. A.1-2. The primary intent of this project is to design Architectural space for clinical functions. The Interior Design and Engineering services are in support of the Architectural design and are the not the primary function. Q.3. a. SSEB Consensus Review Criteria 2.1 (page 2) calls for a summary page with 3 5 recent and relevant projects. Is this in addition to the SF330 Section F Projects? Are we limited to 5 projects for SF330 Section F., or may we provide 10? A.3.a. The SSEB Consensus Review Criteria 2.1 (page 2) describes the project requirements that are to be included in the SF330 which indicates a minimum of 3 but no more than five (5). b. SSEB Consensus Review Criteria 2.2 calls for Life-Safety personnel. The Attachment 1 SOW Item 14, states that the VA will employ an independent 3rd party life-safety reviewer. Are we expected to supply this discipline on our team as well? A.3.b. The successful A/E firm for the Renovate 3rd Floor for Specialty Care Clinic Project will need to design the clinic to comply with the latest codes per SOW, Section 2.0 General, Item 13. The A/E can comply with this requirement with existing staff or an outside 3rd party life-safety reviewer if they so choose. However, the successful A/E Firm is not required to supply a 3rd party life-safety reviewer. Q.4. The solicitation states a requirement for civil and landscape personnel which would be unusual for an upper floor interior renovation project. Would you clarify the need to these two disciplines? A.4. For this project, there is no requirement for Civil and Landscape personnel and will not be considered during the evaluations. Q.5. Please confirm the exact project construction budget (i.e., CCL). The solicitation files document the CCL being up to $10M (Reference: Presolicitation Notice page 2, Section 2. DESCRIPTION). The solicitation files also document the CCL AT $5.5M (Reference: Attachment 1 page 1, Section 1.0 Scope of Work #4). A.5. In accordance with FAR 36.204, the magnitude of construction projects shall state the magnitude of the requirement in terms of physical characteristics and estimated price range. The estimated price range for this requirement is between $5,000,000 and $10,000,000. Q.6. Regarding the page count, do the following count toward the 75-page, page count? Cover Letter Cover Page, TOC CPARS JV Agreement Part II A.6. The 75-page count is the page limit for the SF330 and all required attachments evidencing a firm s qualifications. Q.7. Is there additional information we need as it relates to the scope of work for the Civil Engineer and Landscape Architect? Our understanding is that the work to be completed only involves interior renovation. A.7. For this project, there is no requirement for Civil and Landscape personnel and will not be considered during the evaluations. RFIs - PENDING RESPONSE: Q.8. Could we be provided the list of Master System Integrators please? Q.9. As it relates to the 3rd Party MSI Firm, which is your preference: Include MSI Firm and Personnel information within the submittal (i.e., Section E and Part II) Brief mentioning in Section H Or not necessary to include at this time
