Description

This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health (NIH) intends to award a fixed price contract with one (1) twelve-month base year to Precision for Medicine, Inc., Frederick, MD 21701 on a sole source basis to provide continued freezer repository services to store and maintain government owned freezers and clinical serum/plasma samples for ongoing and long-term hepatitis and other infectious disease purposes. �This continuation of existing services is for the Transfusion-Transmitted Viruses Laboratory (TTV) of the Department of Transfusion Medicine (DTM) within the NIH Clinical Center. TTV currently has over 190K samples in storage with Precision for Medicine, Inc. (Precision), formerly Precision Bioservices, an independent repository facility.� In order to access these samples for ongoing research, the department must utilize a repository that can provide an accurate inventory of the samples that are also easily accessible as well as queried for data and sample collection.� The samples must be stored in an environment that is monitored twenty-four hours per day, seven days per week and are maintained in an environment that will limit degradation, i.e., limit freeze/thaws, maintain temperatures of (-70deg C to -99deg C) or other temperatures as required by the government.� These samples have been inventoried in an electronic database developed by Precision.� Thus, allowing the DTM to retrieve data and samples for ongoing research. Precision has maintained and monitored these samples since 2009. �A discontinuation of services with Precision due to a change in storage solutions may be detrimental to the government due to the risk of contamination or degradation of over thirty years of samples that may occur due to the moving or partial thawing of the samples currently being stored and monitored by Precision. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
