""Consolidated Teaming List and Info"" updated as of April 7, 2022.� ""Consolidated Teaming List and Info"" posted as of March 9, 2022.� Amendment 0002 Posted Q&A based on industry feedback and comments.� Amendment 0001 Amendment 0001 incorporates the following changes: Add all CDRLs, Section J Attachments, and Section L Exhibits Update incorrect PWS, Attachment or Exhibit references throughout the draft RFP. Add Technical Exhibit 1, Deliverables Schedule to Part 7 of Section C Update list of CDRLs in Section F, Paragraph 6.2. Update Section J to include list of attachments. Remove requirement for DCMA Form 1620 04-04 Guaranty Agreement for Corporate Guarantor as found in Section L. As a result, the associated Exhibit has been removed. The remaining exhibits were renumbered and references were updated throughout accordingly. In addition, the Government is requesting that interested parties provide responses to questions relating to the Draft RFP. The Government requests that all interested parties submit responses to these questions using the Microsoft Word document attachment, titled �TCRS Questions for Interested Parties ORGANIZATION NAME"". Disclaimer This announcement does not constitute a commitment, implied or otherwise that a solicitation or contract will be issued. This Draft RFP is for planning purposes only and does not commit the Government to any contractual agreements or arrangements. Proposals are not solicited under this Draft RFP. Please note that the collection of requested information does not obligate the U.S. Government to incorporate or procure any solicited comments or services. Responses to this announcement will not be returned.�The Government is not liable to pay any costs associated with companies responding to this Draft RFP. This Draft RFP is intended to provide interested parties with information on the anticipated procurement and provide an opportunity for industry feedback into the preliminary design/structure.�All information received resulting from this Draft RFP will be used by the Defense Health Agency (DHA) as market research for future Managed Care Support requirements.�However, responses may be releasable to the public under the Freedom of Information Act (FOIA) unless appropriately marked.� The DHA, at its discretion, may request respondents to this Draft RFP to elaborate on information in their written response in writing or through other means. Respondents to this Draft RFP will not be notified of any results derived from a review of the information provided. Responses from the Government are subject to change, as requirements themselves remain in draft form. Clarification should be sought from the Government for any remaining questions, particularly those pertaining to evaluation criteria, incentives or contract requirements, at the final RFP stage. Background TRICARE is a Department of Defense (DOD) healthcare program which serves active duty and retired military personnel, other uniformed service personnel, and their family members. DHA is accountable for the management and operation of the TRICARE health benefits program, which provides medical, dental and pharmacy care through the Military Health System (MHS) to over 9.6 million beneficiaries worldwide in DOD Military Treatment Facilities (MTFs). The MHS is augmented with private sector care services obtained through six contracts including two regional Managed Care Support Contracts (MCSCs), TRICARE Medicare Eligible Program (TMEP, currently TRICARE Dual Eligible Fiscal Intermediary Contract (TDEFIC)), TRICARE Overseas Program (TOP), TRICARE Pharmacy (TPharm) Program and Active Duty Dental Program (ADDP) contracts. TRICARE Claims Review Services (TCRS) effort assists the Improper Payment Program in validating that the TRICARE contractors are performing healthcare reimbursement determinations and healthcare claims processing services in accordance with TRICARE policies, procedures, and �specific contract requirements. The TCRS contractor will be responsible for conducting compliance reviews to determine whether claim payments were appropriately adjudicated. Information Submission Instructions: The Government is seeking industry comment on the draft�requirements, terms and conditions. �The Government encourages responses from interested parties who are capable of responding to the entire scope of the Draft RFP. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Draft RFP.�All costs associated with responding to this Draft RFP will be solely at the responding party�s expense. Qualified, interested parties, should submit information for this request.�All responses shall be submitted using the Microsoft Excel response template provided with this announcement, titled� �TCRS Draft RFP Response [ORGANZATION NAME].� All comments and questions should be contained in the Excel document.� Do not submit proprietary questions in this template as DHA intends to use the template to respond to all offerors. DHA will also accept an ""overall"" assessment of the RFP in narrative form using Adobe Acrobat or Microsoft Word.� Proprietary information may be submitted as commentary in this document.� Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response.� Proper restrictions shall be marked as such on each page. �Only the Government and support contractors with signed non-disclosure agreements will review submissions to this Draft RFP. The Government asks that the document be free of logos except for the cover sheet.�Please note that no comments or questions will be adjudicated from this document by the Government.� Only electronic submissions will be accepted.�Each electronic submission shall include: ""TCRS Draft RFP Response [ORGANIZATION NAME]� in the subject line. If the submission includes more than one (1) electronic email, the file number and total files being submitted (e.g., File 1 of 4, File 2 of 4, etc.) in the subject line.
