- The USPFO for Wisconsin Purchasing and Contracting Office intends to issue a solicitation to award a firm fixed-price with economic price adjustment indefinite quantity indefinite delivery single award task order contract for services, non-personal, to provide all personnel, labor, materials, quality control, and supervision necessary to perform full food service to include breakfast, lunch, and dinner meals.� The location of the work is at the 426th Regional Training Institute, Building 90, Fort McCoy, WI. � This requirement will be solicited as a total small business set aside.� All responsible offerors are encouraged to participate.� The period of performance will be one twelve-month base period and four twelve-month option periods.� The North American Industry Classification (NAICS) Code is 722310, Food Service Contractors, with a size standard of $41,500,000. The procurement is subject to the Randolph-Sheppard Act (R-SA), 20 U.S.C. �107, Operation of Vending Facilities and 34 CFR �395.33, Operation of Cafeterias by Blind Vendors, which establishes a priority for blind persons recognized and represented by the State Licensing Agency (SLA), in the award of contracts for the operation of cafeterias on federal facilities. Accordingly, although the solicitation is set aside 100% for small business, the State Licensing Agency will also be permitted to submit a proposal in accordance with 34 CFR 395.33{b). This notice is not designed to discourage competition rather, it notifies all potential offerors that the priority established by the R-SA for proposals received from SLAs and their blind vendors is applicable to this procurement. A solicitation will be issued no later than 22 April 2022. A pre-bid conference/site visit is anticipated to be held approximately 10 days after issuance of the solicitation and will be held at 426th Regional Training Institute, Building 90, Fort McCoy, WI.� Interested contractors are highly encouraged to attend and shall follow conference registration and Fort McCoy access requirements as provided in the solicitation.�� Interested offerors must be registered in System for Award Management (SAM) at the time a proposal is submitted.
