- **********please read******* Electronic Proposal Submission in Procurement Integrated Enterprise Environment (PIEE): This solicitation will accept responses through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/.� Submittals sent through proprietary or third-party File Transfer Protocol (FTP) sites, DoD SAFE or by any other means will not be retrieved or evaluated. Vendors responding to a solicitation resulting from this pre-solicitation notice must either self-register for a PIEE account and add the appropriate roles, or for existing PIEE users, access their account and add additional roles.� Contractors must be registered in PIEE to access and submit responses to a solicitation in PIEE.� Vendors are encouraged to register as soon as practicable to this and future opportunities available from the Norfolk District. The Proposal Manager role is required to submit an offer to a solicitation posted in the PIEE Solicitation Module.� Additionally, please be advised that when using the PIEE Solicitation Module, the user�s e-mail address in PIEE must match the e-mail address on file in SAM.gov. 1/30/THIS SOLICITATION IS AN UNRESTRICTED SOLICITATION.���� Deep Creek Bridge Replacement Project, Chesapeake VA This is a pre-solicitation notice.� This is NOT a solicitation.� Do NOT submit proposals or questions in response to this notice.� The U.S. Army Corps of Engineers (USACE) Norfolk District (NAO) intends to issue an Invitation for Bids (IFB) with Definitive Responsibility Criteria (DRC) acquisition for the construction of Deep Creek Bridge Replacement in Chesapeake, Virginia. This procurement will be conducted in accordance with FAR Part 14, Sealed Bidding Procedures. The Government intends to award a firm-fixed-price (FFP) contract. The applicable NAICS code is 237310, Highway, Street, and Bridge Construction, with a Business Standard of $39.5M and Product Service Code of Y1LB-Construction of Highways, Roads, Streets, Bridges, and Railways.� In accordance with DFAR 2366.204 Disclosure of the magnitude of construction projects, the magnitude of construction is $25,000,000 and $100,000,000. � Project Description: Provide labor, material, and equipment to preform the following: USACE NAO is seeking qualified and experience construction firms that can perform the work described herein. This effort will require the services of a qualify and experienced firm capable of constructing a new 5-lane bascule bridge over at Deep Creek in Chesapeake, Virginia. The purpose of this project is to replace the existing two-lane, bascule-type bridge originally built in 1934 with a new five-lane bascule-type movable bridge over the Dismal Swamp Canal portion of the Atlantic Intracoastal Waterway (AIWW). The project also includes a sidewalk on the south side, approach slabs, abutments, supporting piers, piles, pile caps, bulkheads, fender system, mechanical and electrical systems, lighting, emergency power generation, controls, radio, signage on the bridge, operator�s control house with HVAC, lighting, toilet, and parking. The project also includes road work to create a connection between the existing roads and intersections. The contract completion date will be 1,095 (3 years) calendar days from Notice to Proceed. � Under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy the agency requirements, the supported construction project consists of components that USACE intends to require for specific systems product line. The following items are below: Model Number - Manufacturer - Description� Cobalt ATC - Econolite - Econolite Cobalt ATC Traffic Signal Controller� Gridsmart Client - Gridsmart Technologies - Gridsmart Video Detection� Commpack IP - Encom Wireless - Encom Wireless Commpack IP Ethernet� 764 Phase - Global Traffic Technologies (GTT) - Opticom EVP - Model 764 Multimode Phase Selector The DRC that are anticipated to be in the solicitation are as follows: The bidder (or committed subcontractor) shall provide example projects demonstrating experience with completing the construction of at least two moveable bridges (or construction of one and major rehabilitation of one) in the past ten (1o) years. This experience must include construction of deep pile foundations; fabrication and erection of movable steel pans and of approach spans; installation, adjustment; testing, and commissioning of operating machinery; and installation, systems integration, testing, and commissioning of a machinery control system. � The bidder (or committed subcontractor) shall be an American Institute of Steel Construction (AISC) Certified, Certified Advanced Bridge Fabricator � Major (ABR) with Fracture Critical Endorsement (FCE). American Institute of Steel Construction (AISC) Certificate is required to be submitted. � The bidder (or committed subcontractor) shall be an American Institute of Steel Construction (AISC) Certified, Certified Steel Erector � Advanced (CSE). American Institute of Steel Construction (AISC) Certificate, Certified Steel Erector � Advanced (CSE) is required to be submitted. If the bidder proposed to use the experience of a subcontractor to meet the responsibility criteria, the bidder shall include the documented experience of the subcontractor, as well as a letter of commitment from the subcontractor pending contract award. (Letter of commitment must contain both prime and sub-contractors� signature.) Please note the DRC are subject to change before the official solicitation is posted. The Government intends to award a firm-fixed-priced contract to the responsible bidder whose proposal conforms to the terms of the IFB with DRC notice, is determined fair and reasonable, and offers the best overall value to the Government as determined through an IFB Sealed Bid process. Contractors will be required to submit bonding documents prior to award. The IFB and accompanying documents will be issued electronically and will be uploaded to the SAM.GOV website (https://www.beta.sam.gov) on or about 01 February 2022. ��Telephone calls or written requests for the IFB package will NOT be accepted. �Prospective bidders are responsible for monitoring beta.sam.gov to respond to the solicitation and any amendments or other information regarding this acquisition.� Prospective bidders must be registered in the System for Award Management (SAM) in order to be eligible for award.
