Description
Amendment 0002 In addition to the Questions and Answers, please see the Amendment 0002 attachments below. Q1: What is typically referred to in the industry as a 60 X 24 Modular building is actually a 56 X 24 with the hitch comprising the remainder of the length. 64 X 20 units are available that give you a 60-foot box without the hitch. Below are images of the size types with typical data port placement. Can you clarify which unit is suitable? A1: Yes, the Scope of Services has been amended to state that 24x60 is the nominal size. The 24x56 dimensions you provided is acceptable. Q2: While not requested in the solicitation, we can provide wired data ports with ethernet switch and external connecting box for an ISP or other supply type. A2: The Scope of Services do not require network cabling or ethernet switch to be furnished by the Contractor, only including network boxes and conduit extending down, past the floor insulation. If network wiring is part of typical building build, then network cables may remain at no additional cost for this option. Please provide network cable options with the proposal so that NRCS can have our IT staff review and provide input on the acceptability. If Contractor installs network cables that are not acceptable, this cable may be removed and replaced with acceptable cable by NRCS at no additional cost. Access to install new cables would still be required. Q3: When does the 24-month rental period begin? A3: The Scope of Services has been amended to clarify that the 24-month period shall begin after obtaining the Certificate of Occupancy (or equivalent). Q4: Where can the sewer holding tank be placed? A4: There are no restrictions, however NRCS would prefer to have it close to the building but not adjacent to any entry/exit doors. The idea is to not have pipe extend out from building so that it blocks access for equipment traveling around the area. Q5: Can an above ground sewer treatment plant be used instead of a holding tank? A5: Yes, as long as it meets code and permitting requirements. Q6: What constitutes repairs vs maintenance? Section 4.9 of the Scope of Services is unclear. A6: The Scope of Services has been amended to clarify this. The Contractor is responsible for maintenance and repair of the facility as any lessor would be. The intent was that the Contractor would not be responsible for intentional neglect or damage caused by NRCS employees or customers. Leaky faucets, running toilets, leaking windows, etc. are examples of repairs that would be the responsibility of the Contractor. Q7: Can the waterline be run above ground? A7: No, the Scope of Services has been amended to clarify this. Q8: Can the electrical connection be run overhead? A8: Yes, as long as it meets code and permitting requirements. The Contractor can also opt to run it underground. It cannot be run laying on top of the ground. Q9: It is unclear how we are to bid out the gravel parking lot. Please clarify. A9: The Contractor shall bid on a square foot unit price. The bid will be turned in representing the full 10,000 sf however the final award may be anywhere between 2,000 and 10,000 sf if this optional bid item is funded. The NRCS will work with the Contractor to utilize a full truckload of gravel to prevent the cost of partially loaded trucks being required. Amendment 0001 Question: What is typically referred to in the industry as a 60 X 24 Modular building is actually a 56 X 24 with the hitch comprising the remainder of the length. 64 X 20 units are available that give you a 60-foot box without the hitch. Below are images of the size types with typical data port placement. Can you clarify which unit is suitable? Answer: (solicitation 4.2 Building) The 56 actual building length would be acceptable. Our product research found all the standard sizes include the hitch in the overall dimensions making it 60 in length, so thats why the specifications were written that way. We would prefer not to have a closed off/separate conference room as this would reduce the overall open workspace. Question: While not requested in the solicitation, we can provide wired data ports with ethernet switch and external connecting box for an ISP or other supply type. Answer: (solicitation 4.3 Data Network only specifies building shall be equipped with open boxes for data network cables. At least two data network boxes shall be included in each office and the main open area. NRCS will install data network cables as needed) The specifications do not require network cabling or ethernet switch to be furnished, only including network boxes and conduit extending down, past the floor insulation. If network wiring is part of typical building build, then network cables may remain at no additional cost for this option. This Scope of Services will cover the work necessary for the Contractor to provide one office building for a 24-month period. The building will be located on the PMC property. Attached is a preliminary site map showing the location of utilities, adjacent buildings, and approximate location of this new office building. The current site for the new office building is earth with grass covering. The existing ground is fairly hard due to repeated traffic, but no testing has been performed. The existing ground is not level and may have up to 2 ft of fall.
