- The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis, to Teledyne Controls LLC, El Segundo, CA (CAGE 98571) for the procurement of updated software for the C-130T Electronic Takeoff and Landing Data (eTOLD) application to include updated aircraft performance data for the NP-2000 propeller configuration.� The app contains Takeoff and Landing Data (TOLD), weight & balance, and cruise modules.� This software is stand-alone software offering computational modules for determination of Takeoff, Landing, Weight & Balance, and Cruise Performance.� Calculated speeds, distances, weights, etc., are presented in TOLD card formats familiar to flight crew members.� This procurement is for annual updates to the platform that are included for the entire user base of the application.� This procurement is required to support the C130 Fleet.� Teledyne is the Original Equipment Manufacturer (OEM) of this Commercial-Off-The-Shelf (COTS) Software currently in use by the fleet. They hold proprietary rights and design authority over their products.� An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because procuring future services via another source would result in a costly duplication of effort.� Teledyne Controls LLC is the only company available to provide support for their own product. Additionally, changing to a new software would require a new NAVAIR Authority to Operate (ATO), the retraining of all the flight crews on how to use the new software which will cause mission delays, ultimately impacting the readiness of the C-130 fleet. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis.� Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration.� A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Information provided herein is subject to change and in no way binds the Government to solicit an award of a contract.
