Description
THIS IS A SOURCES SOUGHT NOTICE - It is NOT a Request for Proposals (RFP), Request for Quotes (RFQ) or an Invitation for Bids (IFB). This notice is for market research purposes, to determine the availability and interest of qualified firms.� The U.S. Army Corps of Engineers � St. Paul District requires a contractor to supply Geotechnical Drilling Equipment with Operating Personnel and Supplies on a Rental Basis. The Government intends to issue an Indefinite Delivery Indefinite Quantity (IDIQ) contract for one year, with two additional option years, exercisable by the Government. The contractor may be called upon to supply drilling equipment and personnel to conduct shallow borings over water primarily, but not necessarily limited to, the Mississippi River mainstem and adjacent tributaries within the boundaries of the St. Paul District (which covers portions of MN, WI, IA, and ND).� The drill rig type required is: Portable Hand-Carried Pipe-Driving Winch Rig or Skid Rig The drilling equipment will be pontoon mounted and need to be able to access Mississippi River channel and backwaters as shallow as 18-inches in depth.� The working pontoon must be configured to be anchored securely, without drifting in river currents, in water ranging between 18-inches to 20-feet in depth.� The working pontoon must be of sufficient size and capacity to safely transport the drilling rig, a 3-man crew, all supplies necessary to continuously sample up to 35-feet in depth using spilt-spoon samplers and SPT techniques, and an area for the Government inspector to examine the samples and create a field boring log.� 3-inch undisturbed Shelby-type samples will be collected as necessary, and the Contractor shall have the supplies and tooling necessary to accomplish this task.� Water pressure may be a significant issue and drilling mud and/or casing may be necessary to advance the borings to required depth. The pontoon may be self-propelled, or push-boat enabled.� A support boat should be available and may be necessary to provide transport for the pontoon and/or between the drilling pontoon and the shore.� Please reply to: John.P.Riederer@usace.army.mil� Please include information about the size of your firm, qualifications for special small business set-aside programs (e.g. SDVOSB, 8(a), HUBZone, etc.), and descriptions of the equipment available.�
