Naval Air Warfare Center Training Systems Division Request for Information Uninterruptible Power Supply Replacement Description Naval Air Warfare Center Training Systems Division (NAWCTSD), in support of the Air Traffic Control (ATC) School is seeking information on whether an interested contractor has the capability to replace and upgrade the current Uninterruptible Power Supply (UPS) System located at the Naval Air Station (NAS) Pensacola, Florida. Background The NAWCTSD, Aviation Support Contracts Department (Code GT25100), Orlando, FL has a requirement for the delivery, installation, and testing of an UPS to the ATC School located at the Naval Air Station (NAS) Pensacola, Florida. The current ATC power system is supported by one UPS unit that provides conditioned power to Device 15G30, Advanced Shipboard Air Traffic Control Training System (ASATS); Device 15G36, Fundamentals Lab; Device 15G34, Tower Simulator System (TSS); and Device 15G31, Shorebased ATC Training System (SATS).� The new single UPS system shall provide conditioned power and power back-up support to the same four systems. Technical Capabilities: The contractor shall procure, deliver, install, and test a replacement UPS that meet these requirements to provide power conversion and conditioning as well as back-up power for trainer shut-down upon loss of building power. The contractor shall install the replacement UPS in the ATC School Computer Room (Room 245). The contractor shall reroute or replace existing wiring/cabling as required. The contractor shall use existing building power connections to power the replacement UPS and shall comply with NFPA 70, NFPA 70E and NFPA 101. The contractor shall coordinate all work to not interfere with the ATC School training schedule; this may require second shift or weekend hours; transfer of power connection from old to new UPS cannot be done while training is occurring. The replacement UPS shall: Deliver a minimum capacity of 80kVA and 64KWatts. Convert 480V 3-phase power to 120/280 V 3-phase power. Provide a minimum backup time of 15 minutes at 60 kVA. Provide a by-pass mode to allow maintenance of the UPS unit without cutting power to the ATC trainers. Provide a status display of the UPS and batteries. Provide battery status (charged, uncharged, good, failed, etc.) Provide power status (on ac power, on battery power, battery time remaining x minutes, etc.) Provide individual battery monitoring� Provide remote status interface via replay card, or other physical connection, using any platform (Windows, Linus, Mac, etc.) Condition building power to remove noise, power spikes, and power surges. Provide an Emergency Power Off (EPO) switch on the unit with the capability to accept input from the EPO switches currently located in the Computer Room. Equipment Removal The contractor shall remove the existing UPS unit (EATON 9390 UPS, cabinet, and 40 batteries), including any spares. Disposal shall be IAW local salvage and EPA procedures. The removed equipment shall be transported to the nearest Defense Reclamation Material Office (DRMO) facility. Documentation of the proper disposal of the removed equipment shall be provided to the Government. Requested Information The Government would like to request the following information: The potential NAICS and PSC codes for this requirement are PSC: 6150; NAICS: 335999. These are potential PSC and NAICS and other selections may be considered. Response Submittal Instructions SUBMISSION DETAILS:� If your company is interested in competing for this requirement, please provide a response to this request in accordance with the directions below. Interested businesses shall submit responses by email to Point of Contact (POC) Contract Specialist (CS).� Please submit all questions by email to the same POC. One electronically submitted response shall be received no later than 1700 EASTERN TIME 04 APRIL 2022, and reference: Uninterruptible Power Supply (UPS) Replacement. Interested businesses should submit a brief capabilities statement package (no more than five (5) 8.5 x 11 inch pages, font no smaller than 10 point) demonstrating ability to perform the efforts listed in the technical capabilities section of this document. In the event that multiple approaches are identified, please provide an estimate for each approach. Additionally, the Government wants industry feedback on the Government Furnished Information (GFI) required for completing the procurement. Please specify the additional GFI necessary. Please indicate if you have available solutions on the General Supply Schedule Multiple Award Contract (GSA). In addition to detailing your company�s technical capabilities, you should:� discuss any recent successful experiences with similar efforts, describe your company�s available expertise and resources (facility, financial, and personnel), provide a Rough Order of Magnitude (ROM) (general estimate of cost) to accomplish the technical capabilities, and address what areas and percentage of work you would expect to subcontract with other organizations (if any). All responses shall include company name, company address, company business size, CAGE Code, and Point of Contact (POC) including name(s), phone number, fax number, and email address. �If you are a small business interested in being the prime contractor for this effort, please be advised that the FAR 52.219-14 Limitations on Subcontracting clause has changed. Deviation 2020-O0008 rev 1 is now in effect which includes the definition of �Similarly Situated Entity� and provides a revised methodology for the 50% calculation for compliance with the clause. Small business primes may count �first tier subcontracted� work performed by similarly situated entities as if it were performed by the prime itself.
