- Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a Radio Frequency Alarm Reporting and Monitoring System that has equal performance and listing/approval requirements to the following Motorola product. This notice seeks products that have equal performance and listing/approval requirements as the Motorola products below, but are not manufactured by Motorola. FY23 MCON P-209 Dry Dock 3 Replacement, Joint Base Pearl Harbor-Hickam, Hawaii requires products similar to the following item and has the following characteristics: Motorola APX6500 UHF Radio (High Tier Radio Series) Motorola ACE3600 Remote Terminal Unit (RTU) Characteristics Radio: Frequency used is 413.375 Radio: Radio frequency transceiver capable of reporting to the receiver station via a mesh radio network. Radio: The transceiver unit shall consist of 4 programmable zone inputs, auxiliary inputs, AC power failure and low battery reporting, antenna cut failure detection and annunciation. Radio: Low-loss coaxial cables with �N� connectors. Radio: Central Receiver shall provide outputs for alarm automation, including fault detection indicators, transceiver indicators, controller status, and alert status. Radio: Rack mounted central receiver. Radio: Bandpass Cavity Filters shall be for dual system antenna to minimize RF interference and maximize system range.� N female to N female connectors. Remote Terminal Unit: Both polling and event-based reporting are supported, peer-to-peer or RTU-to-host. Remote Terminal Unit: Security Policy Enforcement � Define and install a single, coherent, system-wide set of security configurations in every RTU. Remote Terminal Unit: Built-In Firewall � Filter IP communications by port, direction, protocol and IP address. Remote Terminal Unit: Access Control � User authentication tools, executed at the RTU or at the system server, verify specific user access and determine if use is legitimate and allowed. Remote Terminal Unit: Role-Based Access Control � The system administrator defines job roles and assigns different permissions so that each user is authorized to access only the parts of the system required for his or her job. Remote Terminal Unit: Intrusion Detection System � While allowing legitimate traffic, the RTU identifies unauthorized access activities like an attempt to alter an RTU program or drop unauthorized data packets. It blocks these activities, logs the events and sends a report to the system administrator. Remote Terminal Unit: Encryption � An algorithm makes data readable only by a device with a specific key to decrypt the message. Data stored within the RTU is also encrypted using a 256-bit AES (Advanced Encryption Standard), meeting FIPS-140-2 Level 1 requirements. Remote Terminal Unit: Unused Port Deactivation � Disable communication for any ports that are unused, closing a point of access that could be exploited by attackers. Remote Terminal Unit: Time-Window Commands � When an application generates a command, it assigns a time window; after the time expires, system components will not execute the command. This can prevent replicating errors and commands of questionable origin from affecting the network. Remote Terminal Unit: The RTU is capable to connect with several local devices, analyze the data and send that information to various other locations. Data transmission and processing is supported simultaneously across multiple communication media and industry standard data protocols including MODBUS, M-OPC, DNP 3 and IEC60870-5-101. Remote Terminal Unit: RTU in the network can act as a communication node and/or store and forward data repeater to extend radio frequency coverage. Remote Terminal Unit: RTU must be able to transmit battery and power status. Remote Terminal Unit: RTU must have minimum 8 I/O slots. Remote Terminal Unit: RTU must have a backup battery to power unit in the event of a power loss. RTU must be SCADA compatible. RTU enclosure must be NEMA 4X rated. RTU must be able to support Motorola data processing protocol MDLC as well as industry standard protocols including MODBUS, M-OPC, DNP 3, and IEC60870-5-101. This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague.
