- Synopsis: Please note that this is NOT a request for quotes or proposals. This is a request for information as part of our market research for planning purposes only. The Government intends to procure a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) type contract for supply and installation of floor coverings on an as-needed basis to replace worn or hazardous floor coverings and to rejuvenate the appearance of the medical center at Northport VA Medical Center located at 79 Middleville Rd, Northport, NY 11768. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, HUB Zone, 8(a), small business or large business). Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, a service capability statement, examples of similar facilities for which you have provided services to, proof of applicable certification. DUNS number, address, point of contact and social-economic category (ex: SBVOSB, VOSB, 8(a), HUBZone, WOSB, EDWOSB, Small Business). If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in System for Award Management (SAM). Responses to this notice must be submitted in writing to Delfo.Saco-mizhquiri@va.gov and received not later than April 15, 2022, 4:00pm EST. No telephone inquiries will be accepted. SCOPE OF WORK: The James J. Peters VA Medical Center is in need of an Environmental Service Contractor with construction capabilities to perform two tasks on site. Task #1 requires the contractor to locate the Unground Storage Tank leak failure by excavating and repairing the failure. The Contractor shall perform test post repairs. Task #2 requires the contractor to polish 6 Grade No. 2-D S15 fuel tanks. Task #1: Fuel Oil 1K UST #7 Tank Repair On February 23rd, 2022, Metro Environmental Services LLC. discovered that the 1K Underground Storage Tank #7 s Interstitial tank has failed a One Hour Interstitial Tank Test. The leak is reported to be coming from connection of the riser to the top of the tank. The report is included as part of this package. The diesel fuel oil was removed, and tank is currently empty. Unground Storage Tank #7 Specifications Capacity: 1,000 gallons 46 Inch Diameter 51 inches top is to grade 97 inches bottom to grade Tank is currently empty and contains no ultra-low sulfur diesel UST #7 Failed Tank Repair & Troubleshoot Provide labor and equipment to sawcut and remove overlaying concrete and asphalt. Existing manholes to be saved and reused. Provide labor and equipment to excavate until the leak is found. All excavated material to be stockpiled and used as backfill. Provide labor and material to locate and repair cause of outer wall failure on tank top. Provide labor and equipment to retest outer wall. Using industry common methods for leak detection. Backfill excavation with removed material. Provide labor to set existing manholes and restore concrete tank mat. Provide update to New York State Department of Environmental Conservation (NYSDEC); Petroleum Bulk Storage Facility # 2-602985 Spill Case # 2110111 Provide restoration to the disturbed area. The contractor shall perform all work necessary to locate UST #7 s leak and repair in accordance with NYSDEC, and all VA specifications. The work included but not limited to; Contractor will work primarily Monday thru Friday 0800 thru 1630. All tools, labor, supervision, and associated work to effectively locate the interstitial tank leak and repair it, including excavation, land shoring if required, site safety, barricading job site, and any other safety requirements specified in Section E. Contractor shall perform a One Hour Interstitial Tank Test post repair to confirm the tank s integrity. Contractor shall ensure job cleanliness throughout the replacement. The contractor shall ensure all tools and debris are removed post installation. Applicable requirements New York City Administrative Code, title 27 NYSDEC Publication 6NYCRR Parts 613 and 614 NYSDEC Conservation Law Part 230 United State environmental Protection Agency Regulations 40 CFR NFPA, Flammable and Combustible Liquids Code, No. 30 Task #2: Grade No. 2-D S15 Fuel Oil Polishing Test results for 6 diesel fuel tanks came back high on Water and Sediment using the ASTM D2709 method test. High Water and Sediment: Fuel samples with large amounts of sediment can cause clogged filters, which lead to poor performance and ultimately fuel injector failure. The water in the test may be more representative of a phase separation. The nature of the test is combined; water and sediment levels are not mutually exclusive with this method. Please consult the lab for further discussion of contaminants present in your sample to determine any next steps that are appropriate for your fuel. The James J. Peters VA Medical Center requires a contractor to come on site and polish the fuel in the tanks listed under Section B. Provide labor and equipment to polish all fuel in (6) separate tanks at one location. Tanks are listed below: QTY (1) - Tank # 7A Cummins Generator Day Tank Capacity: Approximately 50 gallons Fuel Type: Grade No. 2-D S15 This tank requires a 40-foot hose to reach the tank in the compartment via a door. QTY (5) - Generac Generator Belly Tanks Capacity: Approximately 1,400 gallons each Fuel Type: Grade No. 2-D S15 All tanks use Ultra Low Sulfur Diesel After completion of the fuel oil polishing, the contractor shall perform an LSD 103 Full Spectrum by FOI Laboratories or equivalent. Results shall demonstrate that all tests are within specifications.
