- #SS-CSB-059 -- INTENT TO SOLE SOURCE: Svanaco, Inc. (dba: American Eagle Design and Hosting) - Services are required to host, maintain,�upgrade, service, and support the external CSB website (www.csb.gov).�Performance under this award shall include a re-design of the website, ongoing website upgrades,�complete website support services, all associated incidental services, and other tasks described�herein. This is as an ongoing requirement for the U.S. Chemical Safety and Hazard Investigation�Board (CSB). The Bureau of the Fiscal Service (Fiscal Service), Division of Procurement Services, on behalf of�the CSB, intends to make award to Svanaco, Inc. (dba: American Eagle Design and Hosting Company),�on a sole source basis under authority of FAR 6.302-1, for these website hosting services. The CSB has a critical requirement to maintain Tier 1 hosting services within the United States�without disruption; to mean 24 hours per day, 7 days per week, 365 days per year (24x7x365). The�CSB requires a seamless and uninterrupted deployment of this web-hosting contract, to effectively�carry out its mission of driving chemical safety change through independent investigation for the� protection of the people and the environment. The following factors identify American Eagle�s unique qualifications: Although various criteria of the requirement could be performed by other contractors, the lack of a�contractor-owned and -operated Tier 1 hosting system would impede the flexibility currently�employed by the government, and negatively impact the overall cost to the agency. CSB depends on�the contract�s cohesive and continual services - the issue of a third-party provider(s) for key�services is a major concern to the CSB. American Eagle can provide this hosting. The Tier 1 PCI compliant hosting facility, as operated and maintained by American Eagle, offers secure and reliable hosting services through in-house data centers. The hosting service�shall be custom-tailored to the Agency�s site and delivered by a team that anticipates all the needs required by the Agency�s site (from speed, traffic, and hardware space to general�performance). Use of the recommended contractor and their Tier 1 facility is an important aspect of�the CSB's website hosting and continuous availability. After extensive market research, the CSB has�not been able to identify a contractor or procure cohesive services which meet the required�criteria through any other vendor that was researched or solicited by CSB and Fiscal Service. Since American Eagle manages their own hosting facility, they also have staff available 24 hours/7�days a week at their data centers, a critical factor to the site�s successful continuity and�accessibility. �As a requirement, the 24-hour service benefits the CSB related to off-hours�requests, as well as assistance provided on the weekends to ensure uninterrupted operation and�maintenance, and the constant monitoring of spikes in traffic due to public events and release of�new information. The structure is secure and built with multiple redundancies to ensure network�reliability. Additionally, the lack of a cohesive and clearly identified e-marketing system will create an increase in cost and a large unknown regarding a key service for the government. From the�market research conducted by the Agency, it was determined that extensive time and resources will�be needed for the transfer of data to a new contractor, which is not in the best interest of the�government. The goal for the contractor is to quickly and efficiently execute the tasks associated with hosting�the CSB website, to be adequately equipped and capable of providing seamless�Hosting, design and maintenance for the CSB's website. American Eagle has unique technical�capability and other resources required for this acquisition, and also has institutional knowledge�of the CSB to provide the services. �American Eagle is the entity capable and available to perform�the required tasks immediately and effectively. Certifications and qualifications held by employees that are to perform the scope of work shall be�included in any response to this Notice. NO SOLICITATION IS AVAILABLE. A request for more information will NOT be considered an affirmative�response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT�be accepted. Fiscal Service will consider written responses received no later than 2:00 PM EST, on Monday, April�18, 2022. Any responses that are received must be submitted electronically to�purchasing@fiscal.treasury.gov and mindy.wargowsky@fiscal.treasury.gov, Attn: MLW/SRC, CSB-American Eagle. �After April 18, 2022, Fiscal Service shall make award on a sole source basis to�Svanaco, Inc. � dba: American Eagle Design and Hosting. No other information regarding this Special Notice will be provided. This notice does not restrict the Government to an ultimate acquisition approach. All firms�responding to this notice are advised that their response is not a request that will be considered�for contract award. All interested parties will be required to respond to any resultant�solicitation separately from their response to this notice, should one be issued. �
