Description
THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is not a solicitation. This is a notification of an intent to award a single source award under NAICS code 541519. The Bureau of Reclamation (BOR) Acquisition and Operation Branch in Denver, Colorado will solicit and award a task order to Carahsoft Technology Corp. 11493 Sunset Hills Road, Reston, VA 20190. Reclamation has a requirement for Annual Maintenance through the Software Reliance Program (SRP) and On-site PI Vision Upgrade installation for Government-owned PI System by OSIsoft, LLC. OSIsoft is the only provider of the above services for PI software through its SRP. The SRP subscription service is available through GSA and is offered by OSIsoft�s GSA Schedule 70 representative, Carahsoft Technology Corp. OSIsoft developed the PI System software and administers the Software Reliance Program (SRP) which supports the annual license subscription and includes the following unique features: The SRP enables users of PIsoft to maintain their platforms with current standard technologies and with new PI System features. Features include product updates, interface and platform replacements, technical support, and training. The product updates are both incremental and extensive; they are offered throughout the subscription timeframe to enable immediate download and use. Users have unlimited access to technical support 24 hours a day, 7 days a week, via email, online contact, and phone. Support is multi-tiered and consists of both user support and software development support for complex problems that require working with the PIsoft code. Computer based training is also available at no cost. The SRP offers access to a developer networking forum. This forum is a �virtual meeting place� where PI users and developers exchange ideas, tips, and cumulative knowledge about PIsoft. Via the forum, users can utilize experience gained by others in their use of the software; view product update news; and download functional examples, product documentation, and applications (applets or pre-written code). Provides on-site field support for: PI System installation, PI Interface Installation, Import of Foreign Historical Data, PI System Upgrades, and PI High Availability Upgrades. The Government believes that only one responsible source can provide this requirement. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. Responsible sources may submit technical capability statement along with business profile to Contract Specialist, Melissa Miles at mmiles@usbr.gov by 10:00 AM MD, April 15, 2022, which shall be considered by the Agency. Any information received will be treated as market research information for future of same or similar requirements. The Contracting Office reserves the right to pursue the single source negotiation or compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES.
