Description

Pursuant to FAR 13.106-1(b), the Department of Commerce, Bureau of Industry and Security (BIS) / Office of Export Enforcement (OEE), intends to issue a sole source purchase order to West Publishing Company/Thomson Reuters which is the manufacturer of Consolidated Lead Evaluation and Reporting (CLEAR) and the sole seller, and no other supplies or services will satisfy agency requirements. This is a follow-on contract action for these items. Other law enforcement databases, emphasize identifying and finding people, instead of identifying and finding things owned by people particularly those requiring identification and licensing for export. Other available research databases are excellent for identifying businesses, their owners, and business strength; but that is only part of the investigative picture for an OEE agent. No other available commercial database includes all information or capabilities required by OEE agents and analysts in support of export enforcement, detentions, seizures, forfeiture, and administrative or criminal cases.� West Publishing Corporation is the sole provider of the CLEAR program. The CLEAR program has become an invaluable investigative research tool for OEE through shared use with joint agencies confirming the growing requirement to make access available to OEE Special Agents and analysts. The CLEAR program is very flexible and easy to use, and it also allows investigators the ability to conduct custom searches. The information provided by the CLEAR program is a combination of public and proprietary records and best suits the needs of BIS/OEE. The intent of this notice is not to request competitive quotations and no solicitation is available or will be issued. Any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. Interested parties may submit a description of their firms� capabilities for satisfying the requirement, which demonstrates they possess the ability to successfully perform this effort.
