- Background: The Berry Brush Stewardship IRSC shall be awarded under the following authority. Stewardship Authority: �Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014�Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.� Description of Work:��The Berry Brush Stewardship IRSC (Fire Salvage) shall be awarded under Stewardship Authority authorized by� Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014.� This law grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. The project aims to restore forest health, treat hazardous fuels adjacent to roads and near private lands, and reduce the future risk of high severity wildfire.� To accomplish these objectives, the contract includes the following requirements: Removal of saw timber from the Contract Area. Mechanical removal of dead and standing hazardous fuels from roadsides to landings to be disposed of by the Forest Service or chipped/removed from contract area. Improve roads for timber haul through road maintenance and specified road work. Optional Items 16 and 17 to transport surplus timber products is part of a PILOT project intended to: Deliver products to other markets when local industry does not have the capacity to process the products prior to deterioration. Deliver products to other markets when local industry is highly limited or does not exist. Resulting Contract � Any resultant contract will be a commercial services contract with requirements for timber removal. Project Location:�The project is in T 21N R5E Sections 12-14,22,24,30; T 21N R6E Sections 4-9,18-19,30; T22N R6E Sections 28,32-33, Butte County, CA in the communities of Berry Creek and Brush Creek.� The project area lies entirely on National Forest System lands within the administrative boundaries of the Feather River Ranger District, Plumas National Forest and is located 25 miles from Oroville, CA via Oro-Quincy Highway (Highway 162).� An organized site visit has been scheduled for: Thursday, March 24, 2022 at 10:00 AM PT. Participants will meet at the�Intersection of Bald Rock (BC44605A) Road and Zink (BC44665-A) Road on USFS land (east end of Timber unit 11).� Attendees shall RSVP via e-mail to karen.ruklic@usda.gov and eric.j.murphy@usda.gov by close of business Tuesday, March 22, 2023. All solicitation documents/attachments have been posted with this announcement as well as one letter provided for information on regarding theTransportation of Surplus Timber Products PILOT PROJECT.� No bid bonds are required.� Offers shall be submitted via email to karen.ruklic@usda.gov.� See provision 59 for instructions on preparing your price and technical proposals.� All Contractors must be actively registered in sam.gov to be eligible for award under this solicitation.� Amendment 1 was issued on 3/25/22.� Solicitation attachments were added to provide Solicitation Site Visit Notes from the meeting held on 3/24/2022 and Contract Shapefiles to all interested vendors.� In addition, a significant change was made to the requirement.��Unit 47 (66 acres) within Optional Item 13: Roadside Fuels Treatment � Cut & Pile was struck from this item and moved to Mandatory Item 11.� An accelerated deadline of June 17, 2022 was specified for Unit 47 only (priced as Item 11a) that is predicated on the Government issuing the Notice to Proceed by 5/10/2022.� Unit 47 treats standing hazardous fuels in the vicinity of Brush Creek Work Station.� This work is very high priority to the Plumas National Forest as is reflected by small changes made throughout the solicitation.� This change required that the Final Solicitation document be replaced in it entirety, a revised Appendix A was provided and 2 of the Contract Area Maps were revised.� See SF-30 and amended documents attached.�� �� � Amendment 2 was issued on 4/11/22.� Answers to Questions were provided via Attachment 13.� Attachment 14 - Butte County Encroachment Permit was also added to the solicitation and one small change was made to the piling specifications within Appendix A - Amendment 1.� See SF-30 and documents attached.� � Acknowledgement of Amendments 1 and 2 is required per the instructions provided on the SF-30 forms.
