- (i)� �This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)� The solicitation number is �75N95022Q00194 and the solicitation is issued as a request for quotation (RFQ). �This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; �and FAR Part 12�Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the NINDS Laboratory of Circuits, Systems, and Molecular Signaling (LCSMS), intends to negotiate and award a Firm Fixed Priced contract without providing for full and open competition (including brand-name) to Olympus America Inc. 3500 Corporation Parkway, Center Valley PA, 18034 for a multi-year service contract for an Olympus VS200 slide scanner. This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1). The rationale for the sole source justification is that Olympus America Inc. is the manufacturer of the VS200 slide scanner, and as such they will not outsource the maintenance and repairs of said instruments to another company. Thus, Olympus America Inc. is the only vendor available to use for a service agreement for the VS200 slide scanner. The vendor does not offer any parts or service to third party distributors. No other vendor has access or knowledge of this system or software. (iii)� �The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-04 dated January 30, 2022. (iv)� �The associated NAICS code 811219 Other Electronic and Precision Equipment Repair and Maintenance and the size standard in millions of dollars is $20.5. (v)� �This requirement is for a preventative maintenance service contract for an Olympus VS200 slide scanner. (vi)� �The agreement will include depot hardware and software maintenance/support. Background: The LCSMS studies fundamental issues of synaptic transmission, neuronal excitability, neuromodulation, and neural circuit activity using animal models (principally, the mouse) and cell culture models. In FY2020, the Laboratory of Circuits, Synapses, and Molecular Signaling purchased a VS200-6 fl slide scanner from Olympus. The instrument has just passed out of warranty protection, and the LCSMS requires a service contract, including on-site repair, preventative maintenance, software upgrades, and parts/labor/travel. Purpose: Preventative maintenance for service contract for an Olympus VS200 slide scanner.� Project Requirements: The Contractor shall provide all labor, material and equipment necessary to maintain and provide repairs for an Olympus multiphoton microscope system composed of the following components: One (1) Olympus VS200 Fluorescent 6- Slide system with serial number 201026048. Products manufactured by Olympus and bearing the �OLYMPUS� brand label. The Contractor shall conduct an annual, onsite preventative maintenance service visit. The preventative maintenance service visit will include a.) VS System: Cleaning, calibration, alignment, performance, and functionality check. b.) Related Microscope: Optical cleaning, lubrication of mechanical parts and accessories, and optical and mechanical alignment as needed. Repairs shall be conducted onsite by an Original Equipment Manufacturer-certified or authorized technician. Upon receipt of notice that any part of the equipment is malfunctioning, the Contractor shall respond to the service request within two (2) business days of the Government�s service request by telephone or e-mail. The Contractor shall use its best efforts to provide on-site services within five (5) business days after the initial response to the service request. The Contractor shall provide repair services on an unlimited basis during the term of this purchase order at no additional cost to the Government. All service calls and travel time, labor, and any necessary approved parts shall be included in the fixed price of this order and shall be provided at no additional cost to the Government. Repair services shall be provided during normal working hours (8AM � 5PM EST), Monday through Friday, excluding Federal Holidays as established by the Office of Personnel Management (OPM). The Contractor shall provide unlimited remote technical support via phone or e-mail.� Support shall be available Monday through Friday, 8:00 AM � 5:00 PM EST) excluding Federal holidays. The Contractor shall also provide on-site troubleshooting in accordance with the manufacturer�s latest established service procedures at no additional cost to the Government. (vii)��The Government anticipates award of a firm fixed-price contract for this acquisition, and the anticipated period of performance is: Base Year: 5/9/2022 � 5/8/2023 Option Year 1: 5/9/2023 � 5/8/2024 Option Year 2: 5/9/2024 � 5/8/2025 (viii)� �The provision at FAR 52.252-1, Solicitation Provisions Incorporated by Reference (Feb 1998), applies to this acquisition. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s), product description, and any other information or factors that may be considered in the award decision. Such factors may include: past performance, special features required for effective program performance, trade-in considerations, probable life of the item selected as compared with that of a comparable item, warranty considerations, maintenance availability, and environmental and energy efficiency considerations.
