Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation, and a separate written solicitation will not be issued.� This solicitation number is NICHD-22-086 and is issued as a Request for Quotation (RFQ).� The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2022-04.� The North American Industry Classification (NAICS) Code is 541690 and the business size standard is $15.0M.� This solicitation is Not set aside for small business. It is the intent of The National Institutes of Health (NIH), National Institute on Minority Health and Health Disparities (NIMHD) to award a purchase order, as a notice of intent, to Omega Psi Phi Fraternity, Inc., 3951 Snapfinger Parkway, Decatur, GA 30035 to continue the outreach programs focusing on the areas of mental health, nutrition, and physical activity among African American men through the program Brother You�re on My Mind. NIMHD�s outreach plans are exclusively developed to support our mission/vision. Specifically, NIMHD is currently involved in outreach programs that focus on the areas of mental health, nutrition, and physical activity. For the past 6 years, NIMHD has been committed to working with external partners to enhance awareness about the effects of stress and anxiety among African American Men through the program Brother You�re on My Mind. We also support the initiative Fuel Up to Play 60 en espa�ol, an initiative focused on engaging and empowering youth to take action of their own health through school-based interventions. NIMHD is interested in continuing to foster a strong outreach program that will help to further�mitigate the health disparities experienced by racial and ethnic minorities. Obesity is a national�issue: however, states in the Southern region of the United States suffer a disproportionally�larger percentage of obese individuals (33.6%) than in any other area across the country,�regardless of race. African Americans particularly are more prone to experiencing obesity than�any other racial or ethnic group. The proposed outreach project aims to target obesity rates within the African American and other underserved communities by expanding the reference range to Louisiana and Maryland and continuing to follow and engage previous participants, specifically in Mississippi where more than 26% of children ages 10-17, which is significantly larger than the national average of 15% of children. In Mississippi, as of 2018, 45.7% of African Americans suffered from obesity. Omega PSI PHI Fraternity, Inc., will implement the expanded version of the Well-Prepared Program (WPP) and the 5210 Program for Healthy Children framework and the use of an obesity intervention to provide information to both the existing and new children and their parents involved in the intervention. This work will include 5 new sites in Louisiana and Maryland. Consistent with the first cohort, the goal is to identify children at the elementary age range, as it will be easier to form new healthy eating and activity habits early than intervening after elementary school when many of these behaviors are already set. For children, the intervention will take place as an after-school activity that will introduce healthy eating, cooking lessons, and physical activity. The parent modules will cover topics that run parallel to what the children learn after school so that the information translates to being used at home. The modules are 45 minutes to an hour long and are provided on a weekly basis. The intervention will last approximately 12 weeks. Additional time may be granted for COVID-19 delays due to school and center closures. David Marion, Ph.D. International President, Omega Psi Phi Fraternity Inc., has been�identified to execute the expanded model/framework plan necessary to broaden the existing obesity intervention program. Dr. Marion is a psychologist with an active practice in Mississippi. Most of his patient population are underrepresented minorities who struggle with anxiety, depression, and other mental illnesses. His practice provides community support services, group treatment, and workshops in the area proposed as the setting for the intervention. Therefore, Dr. Marion has a track record of service-oriented work in conducting interventions throughout Mississippi and New Jersey. In addition, as President of Omega Psi Phi, Inc., he has access to over 750 membership chapters across the country of African American men who have pledged to be available to support community programs. Dr. Marion is also familiar with NIMHD, as he has served as the lead for Omega Psi Phi in the NIMHD/Omega Psi Phi partnered outreach initiative Brother You�re on My Mind since its inception over 8 years ago. Therefore, Dr. Marion has direct knowledge of the content area, and community respect and connections throughout the United States, the planned location of the intervention, and partnership with NIMHD outreach. NIMHD requires that a final report be provided will summarize the results of the expanded implementation plan, the demographics of the participants, address challenges faced, and provide suggested information for additional interventions. The final report should include the breakdown of the steps necessary to run the program, any adaptions that were utilized to increase engagement/retention, data regarding participant usability (number of dropouts, number of participants with full completion, etc.). The consultant will conduct a pre-posttest assessment of attitudes, knowledge, and activity level. These results must be communicated as part of the final report. In addition, a brief plain language document summarizing the findings from the intervention should be developed that can be disseminated to the community participants. The final report should be received by NIMHD no later than 3 months following the completion of the intervention. This is a continuation of work started with Omega PSI PHI Fraternity, Inc., on the outreach initiative Brother You�re on My Mind.� Therefore, it is the best interest of the Government to continue the program with Omega PSI PHI Fraternity, Inc., since they partnered the outreach initiative. The offeror must include a completed copy of the following provision�s along with their quote:� FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items; FAR Clause 52.204-24, Representation Regarding Certain Telecommunication and Video Surveillance Services or Equipment; FAR Clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment. The provisions of FAR Clause 52.212-1 Instructions to Offerors � Commercial Items; FAR Clause 52.212-2, Evaluation � Commercial Items: Evaluation Factors (1) technical capability to provide all services/consumables, etc; (2) price; and (3) past performance. Technical capability and past performance, when combined, are significantly more important than cost/price; FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items � Deviation for Simplified Acquisitions applies to this acquisition, apply to this acquisition.
