Description
The Naval Information Warfare Systems Command (NAVWARSYSCOM), in support of the Program Executive Office (PEO) Command, Control, Communications, Computers, & Intelligence (C4I), Command and Control, Program Office (PMW 150), intends to limit competition of up to two Contracts for Multifunctional Information Distribution System (MIDS) On Ship (MOS) Modernized (MOS Mod) Engineering Change Proposal (ECP) under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1, Only One Responsible Source, to Data Link Solutions LLC, Cedar Rapids, Iowa and DRS Laurel Technologies Partnership, Johnstown, Pennsylvania. The Government will award up to two contracts using FAR Part 15 procedures. The prospective contracts will require the contractor to deliver a preliminary design for approval by the Government. The Government intends to evaluate the preliminary designs and choose one or both for development. The Government will exercise the option (s) for the contractor(s) that submitted the design(s) chosen for development. DLS and DRS are the current MOS Mod production contractors, and they are the only two contractors that can complete the requirement on time for shipboard installation. The estimated effective award date of up to two contracts resulting from solicitation number N0003922R1004, will be 15 September 2022. This announcement is for subcontracting possibilities only. The NAICS for this procurement is 334220 (with a Small Business Size Standard of 750 employees). This notice of intent is not a request for competitive proposals nor a solicitation of offers. Responses to this notice should be directed to Anastasia Pentzakoff at (619) 524-7198 Anastasia Pentzakoff at anastasia.pentzakoff.civ@us.navy.mil. This notice is also posted on the NAVWAR e-commerce website at https://e-commerce.sscno.nmci.navy.mil. The Government is not soliciting proposals in response to this synopsis. However, in an effort to foster competition, respondents may provide relevant information by 22 April 2022, which the Government may consider in its continued review of the sole source nature of this requirement. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information.
